JUL-03-02 WED 1503 SJVAPCD FAX NO. 2095576475
San Joaquin valley
! Air Pollution Control District
F
I
July 3, 2002
f
Chandler Martin
San Joaquin County
Community Development Department
Development Services Division ,
1810 East Hazelton Avenue
Stockton, CA 95205
Subject: PA-0200244 (UP) PRE APPLICATION TRUCK STOP,
Dear Mr. Martin: ,
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed this
project and has the following comments:
The purpose project is larger than the Small Project Analysis Level (SPAL) as listed in
the District's Guide for Assessing and Mitigating Air Quality Impacts (GAMAQI)
document and therefore would fall into the Cursory Analysis Level (CAL). As stated in
the GAMAQI, projects of this size "require a cursory air quality analysis to determine if
they will exceed air quality significance thresholds after mitigation". The District i
recommends using the URBEMIS 7G program to calculate project area source and
mobile source emissions and for identifying mitigation measures to reduce impacts.
The construction phase of the project could generate emissions from the movement of
soil, use of heavy equipment, bulk materials handling, asphalt paving and other related
activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust
Prohibitions). The purpose of Regulation VIII is to reduce the amount of tine particulate
matter (PM-10) crltrained into the ambient air from man-made sources. Regulation VII
has recently been revised, with the revisions becoming effective May 15, 2002. The
applicant may review these changes on the District web site at www.valleysir.org. i
D,iv-d 4- crow
Executive Director/Air Pollution Control Officer
Northrrn rregion OMC.e (entraf Region Office Southern Reginn O7ffia,
4330 Kiernan Munue, Suite 130 1990 Fast Gettysburg Avenue 2700 M Strm, quit(- 375
nwdesta, CA 91rJ'Sti-9.122 rresno, CA 9372"144 6akerstield,CA 93301-2373
(209)557-6400 • FAX(209}557-6475' (SSP) 130-000U • FAX(.M) Z3U-OU61 (6611 326-6900 • FAX (661) 326-6985
Www.v311er;?ir.0ro
I
