!� <br /> f'. <br /> I: <br /> Analysis <br /> Background <br /> The project site is a single 21.02-acre parcel that is developed with a'single-family residence. <br /> Policy Considerations .. <br /> In order to recommend approval of a General Plan Amendment to the Board of Supervisors, the Planning <br /> Commission must determine that the adoption of the General Pian Amendment will maintain internal <br /> consistency with the General Plan. <br /> Locational Criteria for Very Low Densi Residential Volume I pp IV-18 <br /> The General Plan states, Appropriate in urban communities for large lot development, or within <br /> communities around sensitive natural resources, or on the fringe of urban areas. In the latter situation, it <br /> provides a transitioct to surrounding rural areas that are not expected to develop during the planning <br /> period." The proposal to redesignate the project site to RNL::is consistent with the General Plan <br /> locational criteria. The project site is located in the unincorporated area within the urban community of <br /> Tracy and is located on the fringe of an urban area (the project site'is located less than one mile from the <br /> city limit of Tracy). <br /> General Plan Infrastructure Service Requirements <br /> The proposal to redesignate the site from RIR to RNL must be consistent with the General Pian <br /> Infrastructure Service Policies relative to the requirements regarding public services. The General Plan r <br /> contains specific infrastructure requirements for wastewater treatment, water supply, and storm water �J <br /> drainage. Specifically, the RNL General Plan designation requires that the site have wastewater <br /> treatment, a public water supply, and storm water drainage. <br /> Wastewater Treatment <br /> The proposal to change the Zone to R-VL requires that the project site be served by a public wastewater <br /> treatment system (Growth Accommodation Implementation 4. (b), Volume I, pp. IV-1 1). Additionally, <br /> Development Title Section 9-1105.3(a) requires that subdivisions creating parcels less than two acres <br /> connect to a public wastewater system. <br /> According to the San Joaquin County Department of Public Works,:County Service Area 44 (CSA 44) will <br /> need to be expanded to accommodate the site. The expansion may take place at the time of approval of <br /> the future project's improvement plans, or other wastewater treatment plant facilities shall be constructed <br /> as necessary. This project appears to be consistent with the policies of the General Plan. <br /> Water Supply <br /> The Department of Public Works has indicated that the proposed site is adjacent to the boundaries of <br /> CSA 44 and will need to annex into the CSA for water supply. There does not appear to be any issues <br /> with the annexation.to the CSA.
