Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. PA-02-286 with the Findings and Conditions of Approval <br /> contained in the staff report. <br /> Findin-gs <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because use types proposed (Retain Sales-General,Agricultural <br /> Sales-Feed& Grain,and Equipment Sales&Repair-Farm Machinery, Sales) may be <br /> " conditionally permitted with an approved Use Permit application in the C-G (Commercial- <br /> General)zone. The project is also consistent with the Lockeford Storm Drainage Master <br /> Plan. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> C) proposed roadways. <br /> • This finding can be made because the Lockeford Community Service District has provided <br /> a "will-serve" letter stating that public water and sewer services are available, on-site <br /> storm drainage is required,and the Department of Transportation is recommending <br /> mitigation measures to ensure that the project complies with any future plans along State <br /> Route 88. The applicant is also required to comply with the Lockeford Storm Drainage <br /> Master Plan and pay Lockeford Storm Drainage Trust Fund Fees. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because only 3.5 acres of the 5.2-acre parcel Is being used for <br /> the project. The remainder of the project will remain undeveloped until further expansion. <br /> The 3.5-acre area is of sufficient size to provide the required parking spaces,storm <br /> drainage Improvements, landscaping,and outdoor display. <br /> 4..
