SPECIAL, <br /> PERMITS <br /> shall be reviewed on an individual basis and .evaluated according to <br /> ' the followingcriteria: <br /> er'.B.a o <br /> I - The well construction shall not be detrimental to the: public <br /> healtrh or safety. <br /> ' 2.
