i <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Greg Oliveira, 468-0341) <br /> a. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed prior to issuance of building permits, as required by Development Title <br /> Section 9-1105.2(d). A nitrate loading study is required, and a review fee of$390.00 must <br /> be paid at the time of submittal to the Environmental Heatth Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San <br /> Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or the EPA Design Manual for on-site waste water <br /> treatment and disposal systems is required for each parcel. A permit fee of $78.00 is <br /> required for each percolation hole. <br /> b. Submit a site pian to the San Joaquin County Community Development Department, for <br /> approval by the Environmental Health Division,which shows sewage and well information <br /> as required by the improvement plan (including a 100 percent expansion area). <br /> C. State on the site pian the maximum number of employees the sewage disposal system <br /> is being designed for and that the leach field area will be barricaded so that it cannot be <br /> driven over, parked on, or used as a storage area. This leach field area must be used <br /> for that specific purpose only and cannot contain any underground utility lines. <br /> (Development Title Section 9-1110.4(c)(5)) <br /> d. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development Title <br /> Sections 9-1110.3 and 9-1110.4) <br /> e. Open, pump, and backfill the existing residence's septic tank, seepage pit, or excavation <br /> under permit and inspection by the Environmental Health Division. (Development Title <br /> Sections 9-1110.3 and 9-1110.4) <br /> f. The existing private water wells shall be tested for the chemical dibromochloropropane <br /> (DBCP) and nitrates prior to issuance of building permits. Samples are to be taken and <br /> analyzed by a State-approved laboratory. (Development Title Section 9-1115.7) <br /> g. The wells must be repaired under permit and inspection by the Environmental Health <br /> Division, as follows (Development Title Section 9-1115.4(e): <br /> (1) Using clean fill material, fill in the shallow vault around the irrigation well casing. <br /> (2) Provide a cement pedestal around the irrigation well casing. <br /> (3) Properly seal the existing domestic well. <br /> (4) Repair the cement pedestal for the existing domestic well. <br /> San Joaquin County UP-95-16/Calkins <br /> Community Development Page 10 <br />
