i 3. PUBLIC HEALTH SERVICES: (Staff Contact: Greg Oliveira, 468-0341) a. A soil suitability study which indicates that the area is suitable for septic tank usage must be performed prior to issuance of building permits, as required by Development Title Section 9-1105.2(d). A nitrate loading study is required, and a review fee of$390.00 must be paid at the time of submittal to the Environmental Heatth Division. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site waste water treatment and disposal systems is required for each parcel. A permit fee of $78.00 is required for each percolation hole. b. Submit a site pian to the San Joaquin County Community Development Department, for approval by the Environmental Health Division,which shows sewage and well information as required by the improvement plan (including a 100 percent expansion area). C. State on the site pian the maximum number of employees the sewage disposal system is being designed for and that the leach field area will be barricaded so that it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only and cannot contain any underground utility lines. (Development Title Section 9-1110.4(c)(5)) d. Construction of an individual sewage disposal system under permit and inspection by the Environmental Health Division is required at the time of development. (Development Title Sections 9-1110.3 and 9-1110.4) e. Open, pump, and backfill the existing residence's septic tank, seepage pit, or excavation under permit and inspection by the Environmental Health Division. (Development Title Sections 9-1110.3 and 9-1110.4) f. The existing private water wells shall be tested for the chemical dibromochloropropane (DBCP) and nitrates prior to issuance of building permits. Samples are to be taken and analyzed by a State-approved laboratory. (Development Title Section 9-1115.7) g. The wells must be repaired under permit and inspection by the Environmental Health Division, as follows (Development Title Section 9-1115.4(e): (1) Using clean fill material, fill in the shallow vault around the irrigation well casing. (2) Provide a cement pedestal around the irrigation well casing. (3) Properly seal the existing domestic well. (4) Repair the cement pedestal for the existing domestic well.
