Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve the Time Extension application for approved Quarry Excavation Permit No. OX-91-5 <br /> based on the previously adopted Findings and subject to the previously approved and <br /> revised Conditions of Approval contained In the staff report. <br /> z <br /> Findings-Adopted on December 3,:1992, for Certification of Environmental Impact <br /> Report No. ER-92-2 <br /> 1. The Final EIR has been completed in compliance with the California Environmental Quality Act. <br /> 2. The Final EIR has been reviewed by the Planning Commission, and the information contained in <br /> the EIR has been considered for the project. <br /> 3. The Final EIR is adequate to address the impacts of the proposed project. <br /> 4. The project will have significant, unavoidable, adverse impacts, as identified in the Summary of <br /> the Final EIR. <br /> Findings Adopted on December_3,1992, for Quarry Excavation Application No. QX- <br /> 91-5 <br /> 1. The proposal is for the removal of regionally significant or substantial deposits of mineral <br /> resources and not for.the removal of prime farmland. <br /> • This Finding can be made because the project site Is located within an MRZ-2 zone, <br /> topsoil will be stockpiled, and because the site will be returned to agricultural uses <br /> following reclamation of the excavated areas of the project site. <br /> 2. The proposed reclamation of the property upon completion of the excavation will leave the <br /> property in a condition that will allow its reuse. <br /> • This Finding can be made because the top five feet of the reclaimed soil in all <br /> excavated areas will be mixed and placed according to the standards developed by <br /> the Environmental Impact Report (EIR) to maintain the site's agricultural fertility.
