Mitigation measures will be provided <br /> for .haul road maintenance,. including methods for the contractor to minimize <br /> spillage of material onto the public right-of-way. Recommendations will be provided <br /> _+ to extend the life of pavement striping due to the projected haul road traffic. <br /> 4.4 NOISE <br /> Development of the project would,result in localized increases in noise levels as a result of <br /> processing activities and noise increases as a result of increased truck traffic along haul <br /> routes. Bollard & Brennan has been retained.to evaluate.potential noise impacts. The scope <br /> -' of work includes the following: <br /> Existing Setting <br /> F. <br /> • Bollard & Brennan will quantify existing ambient noise levels on the project site as <br /> well as at the nearest potentially affected noise-sensitive uses through noise level <br /> F measurements and through application of accepted noise prediction methodologies. <br /> The noise level measurement survey will consist of continuous (24-hour) and/or <br /> short-term noise monitoring at as many locations as necessary to adequately <br /> quantify the acoustic setting. Graphics showing noise measurement locations will <br /> be included. <br /> Regulatory Framework <br /> t <br /> • Discuss federal, state, and local regulatory framework for noise issues. County <br /> Noise thresholds established for transportation and non-traffic noise sources will be <br /> F identified. Project consistency with relevant ordinances and General Plan policies <br /> - will be discussed. <br /> Impact Analysis <br /> Quantify the noise generation of the proposed mining and processing activities, as <br /> Fwell as operation of the hot (asphalt) plant and ready-mix plant, through noise measurements and use of applicable Bollard & Brennan, Inc. file data. An <br /> assessment of off-site traffic noise generation associated with the project will be <br /> completed as well. Noise levels predicted as a result of on-site operations and traffic <br /> rgenerated by the project will be compared against the noise standards of the County <br /> and againstthe background noise levels to determine whether or not the project <br /> Fwould be expected to result in adverse noise impacts. <br /> 1 Mitigation Measures <br /> `I Noise mitigation measures will be developed for potentially significant impacts. <br /> ! 1 Such measures will focus on appropriate, practical and specific recommendations <br /> for noise control aimed at reducing any identified noise impacts to a level of <br /> insignificance.
