The firm <br /> was established <br /> in 1995 with a mission to provide planning, environmental, and municipal services to public <br /> 3 agencies, special districts, and public-oriented organizations, and has provided service to <br /> more than 150 cities, counties, and special districts throughout California. The company, co- <br /> owned by Philip Carter and Tad Stearn, has grown steadily and today consists of over 85 <br /> employees working out of seven primary offices. By having a municipal focus, PMC <br /> continues to assist governmental agencies in looking for more creative and efficient ways to <br /> maximize limited fiscal resources. The use of PMC's services staff resources, technical <br /> assistance is a viable option to meet the ever-changing demands placed on local, regional, <br /> and State agencies. <br /> ENVIRONMENTAL SERVICES <br /> FPMC's role in the preparation of CEQA and NEPA documents is that of prime contractor and <br /> project manager to oversee the environmental process from beginning to end. Utilizing an J <br /> extensive list of subconsultants representing a wide range of technical disciplines along with <br /> our in biologists and cultural resource staff, 'PMC forms teams that provide the best <br /> —' results based on local knowledge,'agency contacts, and resource-specific expertise. <br /> FWe specialize in finding innovative and efficient methods of solving project issues and <br /> mitigating environmental impacts. Our understanding of state, federal and local regulations <br /> allows us to advise clients on the most efficient means of completing projects. Ina <br /> regulatory environment with overlapping jurisdictions we frequently use our abilities to <br /> F�r <br /> assist public agencies in working together toward a common goal. With seven offices <br /> serving all of California, we consider ourselves local to most of the state. <br /> PMC staff can also assist by providing management and interface assistance with various <br /> E+ state and federal regulatory agencies such as U.S.. Fish and Wildlife Service, U.S. Army <br /> Corps of Engineers, California Department of Fish and Came, Caltrans, Federal Highway <br /> Administration, Federal Bureau of Prisons, Federal Aviation Administration, and other <br /> related agencies.
