The firm <br /> was established <br /> in 1995 with a mission to provide planning, environmental, and municipal services to public <br /> 3 agencies, special districts, and public-oriented organizations, and has provided service to <br /> more than 150 cities, counties, and special districts throughout California. The company, co- <br /> owned by Philip Carter and Tad Stearn, has grown steadily and today consists of over 85 <br /> employees working out of seven primary offices.
