Y <br /> PURPOSE <br /> The purpose of the Interstate 5/Bud Road Interchange and Road Specific Plan is to specifically establish the <br /> legal description of the planned roadway alignments and necessary rights of way for the new interchange, new <br /> Bird Road roadway extension, and connections to the existing roadway system. The actual design and specific <br /> locations of the interchange, including the overcrossing.at Interstate 5 and the extension of the new roadway <br /> from Bird Road to Gaffery Road, will be guided by this Specific Plan. <br /> In addition to the establishment of the specific roadway alignments and right of way requirements, this Specific <br /> Plan, consistent with State guidelines, will also identify a financing plan for the construction of the Specific <br /> Plan improvements. <br /> A detailed description of the proposed project and it's setting and background are included in the following <br /> sections. The project study area is Illustrated in Figure 1. <br /> i <br /> PROJECT SETTING <br /> i <br /> The project area is located in the southwest quadrant of San Joaquin County near the town of Vernalis. The <br /> project area is bounded by Interstate 580 and Interstate 5 to the south, Highway;132 to the north, Bird Road <br /> to the west and the California Aqueduct to the east. In addition, Interstate 5 bisects the project area north of <br /> the Interstate 5/580 junction. Hospital Creek flows west to east through the project area and several high j <br /> pressure gas and petroleum pipelines cross the project area from the west to southeast. <br /> As a result of the significant aggregate deposits found in both the Hospital Creek and Lone Creek alluvial <br /> j plains, a number of mining and construction companies have desired to locate in the Vernalis area to take <br /> advantage of this regionally significant source of sand and gravel. These companies would process this <br /> material for use as construction aggregate, asphalt concrete, and portland cement concrete. <br /> Currently, land uses within the study area primarily remain in agricultural uses with only limited mining for <br /> sand and gravel occurring on the Brown Sand property. Recently, interest and commitments by other <br /> companies to process this material have and are being made. The Brown Sand property comprises <br /> approximately ±480 acres and is located in San Joaquin County to the south of Blewett Road and west of <br /> Interstate 5. In addition to the Brown Sand mining operation, there are four other locations with planned <br /> and/or proposed aggregate mining uses. They are listed below with the status of their activity: <br /> • Teichert Aggregates has recently obtained a Use Permit but has yet to initiate mining aggregate on <br /> t 800 acres in San Joaquin County. <br /> � I <br /> • Granite Construction Company has obtained a Use Permit from Stanislaus County and anticipates <br /> mining aggregate on t 300 acres by 1998. <br /> Project Description Page 1 <br /> Interstate 5/Bird Road Interchange and Road Specific Plan <br /> I <br />
