QX-94-0001 > OF GRANITE CONSTRUCTION(ADDRESS: 37282 SOUTH BIRD ROAD.- TRACY, OAD;TRACY, CA(APN 265-120-06, and 16; 265-080-11,12, and 15). The applicant is proposing a Revision of Approved Actions Application to an approved quarry to I amend Community Development Department Condition of Approval I(z)Regarding Screening. The applicant is proposing to plant one row of Evergreen trees around the perimeter of the excavation site,rather than two rows of almond trees. (Use Type: Quarry Operations).The parcels have a General Plan Designation of OS/RC,AIG(Open Space-Resource Conservation& General Agriculture)and are zoned AG- 160&AG-40(General Agriculture 160 acre minimum &General Agriculture 40-acre minimum). The project site is located north and west of the intersection of Interstate 5 and Interstate 580 Southeast of Tracy. Background On October 30, 1997 the Community Development Department approved a Quarry Excavation permit to excavate 380 acres of a 500 acre site. On April 3, 1998 Granite Construction assumed ownership and operational responsibilities for the site from Brown Sand and Gravel. In January of 1999 Granite Construction declared the site was idle due to the economic climate at that time. In March of 1999 Granite Construction submitted to the Community Development Department an Interim Management Plan that was in effect until January of 2000.A start up plan was filed and enacted at that time. The site has since been classified as idle and is operating under an amended Interim Management Plan.The applicant projects to resume mining operations in early 2006. I 1 i
