0 <br /> REPORT OF NOISE EVALUATION <br /> for <br /> BROWN SAND PLANT No. 4 <br /> Brown Sand Plant No.4 is located within a triangle of land at the intersection of Interstate 580 and <br /> Interstate 5. The area surrounding Brown Sand Plant No. 4 is rural with orchards, grain fields and <br /> pasture lands. The overwhelming source of ambient noise in the area is that generated by the-two <br /> interstate highways. The projected 65 CNEL contours for the year 2005 for these roadways are 336 <br /> Feet from roadway edge for I-5 and 325 feet from roadway edge for I-580. This is a growth of 46 <br /> feet for I-5 and 70 feet for I-5 1985 estimates. The noise from these two roadways completely <br /> overpowers other noise sources in the area. Other than this noise, the background is typically rural <br /> with levels in the 35 to 45 dbA range. These levels increase occasionally with the operation of farm <br /> equipment in the fields and orchards. <br /> The location of the Sand Plant within the above described triangle of land is further defined on its <br /> north edge by the channel of Hospital Creek. Within this triangle, the west side is occupied by two <br /> t; settling ponds for the water used in processing the sand. The plant equipment is located near the east <br /> edge next to Interstate 5 approximately midway from north to south. The plant is below the level of <br /> the adjacent land with a well defined embankment near the property edge. Line of sight to any <br /> property that may be occupied is interrupted by this embankment from any equipment located near <br /> it. The location of the plant is shown by the letters "SP" on Figure 1. <br /> There are very few residences within several miles of the Sand Plant operating area. In fact the only <br /> rY p g Y <br /> t residence that can be seen from the present operation is located near the end of Bird Road across <br /> Interstate 580 to the west. There are two residences along Blewett Road to the north of the <br /> operation, and a major farming operation across Interstate 5 from the plant inaddition h ne <br /> p ,1 g p spat to eo <br /> residence near the end of Bird Road. There is site approval for another residence to be built further <br /> south (on the opposing slope to the existing house) on Bird Road. The locations of the potential <br /> residence and the existing residences(in respect to the Sand Plant) are shown by the letter "R" on <br /> Figure 1. <br /> For purposes of this study there are two noise concerns. The first of these is the noise created by <br /> operation of the plant equipment. This noise created at this plant is similar to the sand plant in <br /> operation at the Oakwood Lake site with the addition of a "rock crusher" at one end of the plant. <br /> There is also a power generating system in a trailer within the plant. With the exception of this <br /> "generator" and the rock crusher, the basic operation produces an amount of noise equivalent to the <br /> Oakwood operation. The rock crushing operation will add to the noise near its location and the <br /> generator produces enough noise so that at some distance from the plant, it will be the primary noise <br /> producer. <br /> �1 <br /> The second noise concern is that noise generated by the truck traffic hauling sand from the plant. <br /> These trucks.travel southbound on Bird Road from Hiway 132 and enter the plant property at a point <br />
