The den transect search during the August portion of the SJKF <br /> survey presented an excellent opportunity to search for the coast <br /> r horned lizard. However, none were seen, and it may be that the <br /> dense gravel substrate which found throughout the project site is <br /> .. not conducive to rapid burying which horned lizards rely on for <br /> - retreat. <br /> F. Sensitive Plant/Insect Survey <br /> f No specimens of the large-flowered fiddleneck were observed <br /> anywhere on the project site . This species prefers upland <br /> hillside sites, and none are present on the project area. No <br /> specimens of any Sambucus (elderberry) species were observed, <br /> thus negating the possibility that the valley elderberry long <br /> horn beetle may reproduce on this site. <br /> -' SUMIARY OF FINDINGS: ADDITIONAL SPECIAL STATUS SPECIES SURVEYS <br /> The three California Species of Special Concern which were <br /> documented on the project site (burrowing owl, prairie falcon, <br /> northern harrier) were all observed in the area of the cattle <br /> pond near the western border of the property. In addition <br /> several special status species which could not be surveyed for <br /> during time span of the study (western spadef cot toad, vernal <br /> pool invertebrates) would, if present, most likely occur within <br /> the flood plain of Hospital Creek. <br /> POTENTIAL IMPACTS AND SUGGESTED MITIGATION MEASURES <br /> This section uses the following criteria for determining the <br /> level of significance of an environmental impact. An impact was <br /> considered significant if it would: <br /> substantially affect a special-status plant or animal species <br /> or the species' habitat; <br /> * interfere substantially with the movement of any resident: <br /> wildlife species; <br /> * substantially affect, reduce the number of, or restrict the <br /> range of an endangered or threatened species of animal, of the. <br /> a :habitat of such a species; <br /> substantially diminish the acreage or values of local habitat, <br /> for native wildlife or plant species; <br /> * deteriorate existing wildlife habitat, both on and adjacent <br /> to the site; <br /> * adversely affect significant riparian lands, wetlands, or <br /> other natural wildlife habitats; <br /> * result in filling of jurisdictional wetlands; or <br /> * reduce the acreage of any agricultural crop that serves as <br /> valuable foraging or nesting habitat. <br /> I ; 15 <br /> ti. . <br />
