r <br /> ATTACHMENT "Bit r <br /> I <br /> AMENDED CONDITIONS OF APPROVAL <br /> (QX-94-1BROWN,SAND) <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Kerry Sullivan, 468.3140) <br /> a. PROJECT: This approval shall be for a phased 50-year excavation to a depth of 150 <br /> feet of the 379.66-acre site, as shown on the approved reclamation plan. <br /> b. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by a <br /> parking, <br /> registered Civil Engineer, showing drainage, driveway access details, on-site p g <br /> existing and proposed utility services, grading, and reclamation., Storm drainage runoff <br /> shall be retained on the site. The drainage pattern and corresponding storm drain <br /> improvements shall be shown on the Plan. A plan check fee as,specified by Section 9- <br /> 240 will be required. The Mining and Reclamation Plan shall be prepared in accordance <br /> with the reclamation standards developed pursuant to Surface and Mining Reclamation <br /> Act (SMARA) Section 2773(b) and approved by all agencies with permit authority prior to <br /> initiating the use. <br /> C._ STOCKPILING: No stockpiled soil or material shall be placed closer than 25 feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained to <br /> control the creation of dust. The first 100 feet of any private road on the property that <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the <br /> Director. Traffic-control and warning signs shall be installed, if required, at such <br /> intersections. The placement and size of these signs shall be approved by the Director <br /> of Public Works. (Development Title Section 9-1415.3(c]) <br /> e. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other <br /> approved methods shall be required where necessary for the control of erosion. An <br /> erosion and sediment control plan approved by Development Services Division shall be <br /> part of the reclamation plan. (Development Title Section 9-1415.3(d]) <br /> f. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met <br /> unless otherwise modified by conditions of the Quarry Excavation Permit. (Development <br /> Title Section 9-1415.3[3]} <br /> g. HOURS OF OPERATION: Permitted excavation, processing, and loading-out activities <br /> shall be allowed to take place 24 hours per day, seven days per week. (Development <br /> Title Section 9-1415.3[f]) <br /> h. REMOVAL OF TOPSOIL. The topsoil may be removed from the site. (Development <br /> Title Section 9-1415.3[g]) <br /> WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance <br /> with instructions from the Agricultural Commissioner of San Joaquin County. <br /> (Development Title Section 9-1415.3 [h]) <br /> I <br />
