Blackoak Drive, Stockton (APN 08668021) <br /> Service Request SR0080076. <br /> The San Joaquin County Environmental Health Department (EHD) has received on January 10, <br /> 2019 the Nitrate Loading study report (the report) dated October 12, 1018 prepared by Applied <br /> Wastewater Solution, Inc. for the above-referenced address. EHD cannot approve this report at this <br /> time; submit the following information to EHD for further review: <br /> 1) Mass Transport properties of the soils underlying the site is not clear: The report cited <br /> percolation test rates of 51.6 mpi (presumably minutes per inch) at 3 feet and 3 mpi at 9.5 <br /> feet, and referenced Neil O. Anderson, 1999, and Kleinfelder, 1989. Please specify these <br /> references including addresses and dates, and attach any details of the information <br /> (percolation tests) the report is referencing. Septic system must be within 100 feet of <br /> percolation test location. <br /> 2) The report reported a mass balance of nitrogen loading using an unfamiliar model. The report <br /> made no reference to the source of this model, and the work (step by step) of the calculation <br /> was not shown. San Joaquin County recommends the use of Hantzche-Finnemore Model for <br /> predicting groundwater nitrate-nitrogen impacts, or other appropriate formula/model. Submit <br /> a mass balance of nitrogen loading using the Hantzche-Finnemore Model, show work, and <br /> include all the sources and rationale of the data used. If a different formula/model is to be <br /> used, provide argument how this formula/model is appropriate or equivalent to the Hantzche- <br /> Finnemore Model, sources and rationale of all the parameters used in the calculation, and <br /> show work (step by step) of the calculation and supporting documents. <br /> 3) The report made a number of claims in its Nitrogen Loading Summary and Water Loading <br /> Summary, such as nitrate contribution "by the OWTS of 34 pounds of nitrogen per year per <br /> home is used" (citing Zone 7 Nutrient Management Plan), and 1,000 square feet x 2 for <br /> irrigation water loading, etc. The use of these gross estimates may be inappropriate, and <br /> may affect the calculation to inaccurately represent the nitrate loading condition. Please <br /> submit specific sources, derivation, and rationale of these claims, and detailed calculation and <br /> supporting documents. <br /> 4) The report cited precipitation of 15 inches per year (ipy) and used it in the total water loading <br /> estimate, but did not address percolation rate and evapotranspiration (which the Hantzche- <br /> Finnemore Model takes into consideration). Since percolation rate and evapotranspiration <br /> can affect the recharge rate, the final mass calculation of the nitrogen loading is also affected. <br /> 1868 E.
