Our APPLICATION - QUARRY EXCAVATION <br /> SAN JOAQUIN COUNTY COMMUNITY DEVELOPMENT DEPARTMENT <br /> PILE NUMBER' QX- <br /> JF <br /> REQUIREMENTS AND STAN©AR[)S <br /> The following requirements must be met by any approved Quarry Excavation: <br /> • Setbacks: No excavation shall take place within twenty-five(25)feet of any property line or right of way(nor within the allowed slopes <br /> adjacent to said twenty-five(25)foot setback),unless the elevation prior to excavation is more than that of the abutting property,in which case <br /> the elevation within said twenty-five(25)foot setback shall at no time-be less than that of the abutting property,at the property line. <br /> • Slopes: For a complete discussion on slope requirements,see theSan Joaquin County Development Title. <br /> l Water Disposal: All ware-r utilized in the plant operation must be disposed of behind a closed dike. (Note: An alternative method of water <br /> I disposal can be approved by the Planning Commission.) <br /> • Stockpiling: Stockpiled soil or material cannot be stored within 25 feet of a property boundary. <br /> • Roads and Dust: Private roads involved in the excavation must be maintained so as to control the creation of dust. The first 100 feet of any <br /> private road on the property which intersects with a publicly maintained road must be surfaced in a manner approved by the agency <br /> responsible for the maintenance of the public road. Traffic control and warning signs are required at the intersection. The placement,size <br /> and wording of these signs must be approved by the agency responsible for the maintenance of the public road. (Note. This requirement <br /> may be modified by including specifics on the type of surfacing,location of signs,etc_) <br /> • Hours of Operation: Excavation operations shall not.be carried on during the hours from 0M p.m.through 5:00 a.m.,except during periods of <br /> declared national,state or local emergency. Said hours are based on either Pacific Standard Time or Pacific Daylight Saving Time,whichever <br /> is legally in effect. (Note: The hours of operation may be modified by the Planning Commission based upon the excavation's potential effect <br /> +' on surrounding land uses. <br /> •d Lighting: Any night lighting established on the property must be arranged and controlled so as not to illuminate or cause any glare onto public <br /> rights-of-way or adjacent properties. <br /> Air Pollution Control: All emissions are subject to the rules and regulations of the San Joaquin County Air Pollution Control District. <br /> • Topsoil Replacement: During the excavation,the topsoil must be set aside. Upon completion of an excavation,the topsoil shall be replaced <br /> and the site leveled in conformance with the Reclamation Plan. (Note: This requiremenit may be waived for excavations in nonagricultural <br /> areas,or if: 1)the property is to be reclaimed for a use other than agriculture,and that use is consistent with the General Plan,or 2)a soils <br /> report indicates the replacement of the topsoil will not enhance the agricultural suitability of the property. In such cases,the topsoil may be <br /> removed from the site.) <br /> • Weed Control: Operations shall be in accordance with instructions from the Agricultural Commissioner to control the spread of noxious <br /> weeds. <br /> • Health and Vector Control: The excavation must not cause health or sanitary hazards and shall not create conditions which will cause the <br /> breeding or increase of mosquitoes, rodents or other pests. <br /> • Noise and Vibration: The operating practices utilized must minimize noise,vibration,dust and unsightliness. <br /> i • Fencing: Fencing four feet in height consisting of not less than three strands of barbed wire shall be placed around the excavation area. <br /> (Note: This can be modified by an approved equivalent fence. This condition is required where slopes greater than two feet horizontal to one <br /> foot vertical(2:1)are created. If the slopes are close to residential areas or other concentrations of people,the condition is changed to a six <br /> foot security fence. <br /> • Reclamation: The reclamation of each phase shall be completed in conformance with the reclamation plan within two years of completion of <br /> the extraction portion of that phase. (Note: Reclamation shall be completed as soon as feasible. The schedule for reclamation will be a part <br /> of the approval of the excavation' It will define each phase of the excavation. The phases may be based on the sequence in which individual <br /> areas are to be excavated and reclaimed,or on the sequence in which various operations are to be carried out on each area of the <br /> excavation. In either case,the reclamation schedule shall dearly state the operations to be carried out in each area during each phase.) <br /> • Revegetation: Protective vegetative planting is required where it is necessary to controllerosion or for the retention of scenic value. (Note: <br /> This requirement should,specify the actual types of planting and location,whenever possible.) <br /> • Annual Inspection: The applicant must pay a fee to the County to cover the cost of an annual inspection of the excavation to assure <br /> compliance with the provisions of the permit. <br /> • Landscaping: Landscaping may be required to screen the excavation from adjacent areas. The applicant should include any proposed <br /> landscaping in the application submittal. <br /> Performance Guarantee: A specific condition-on performance guarantee is required to ensure reclamation of the site and compliance with <br /> conditions of approval: The amount of the guarantee'is and will be fully.in force during khe life of the permit. The estimated oost of reclaiming <br /> the site shall be reviewed annually by the Development Services Division. The type of financial guarantee proposed by the applicant under <br /> this Section must be found acceptable by County Counsel. The financial guarantee shall be made payable to"San Joaquin County or the <br /> Department of Conservation".
