All private roads involved in an excavation shall be maintained so as to control the creation of dust. 8. Prior to any work being performed ousite under this permit,a Maintenance Agreement to ensure that any County road(including all structures on haul route)utilized as haul routes are maintained to a condition acceptable to San Joaquin County shall be executed by the applicant. The Maintenance Agreement shall remain in force for the duration of operation under this permit.A video showing the condition of all County maintained roads along the planned haul route to State Route 4 shall be submitted to the ! Department of Public Works and shall be reviewed by the Department prior to the start of excavation.As part of the Maintenance Agreement,a cash deposit ar security,adjusted every five(5)years, in the amount and form acceptable to the Department of Public Works shall be filed with(lie Department with a guarantee that if the permittee fails,refuses or neglects to repair,under permit,any damages to any County roads along the haul route which may result from permittec's operation,tine Department of Public Works may do the work necessary to restore County roads along tite haul route to equal to or better than, original condition,using the fronds from said cash deposit or security.The fee for the Maintenance Agreement will be based on the cut-rent schedule at the time of payment. Applicant shall file a Notice of Intent(NOI)with the State Water Resources Control Board(SWRCB)and shall comply with the State"General Penn it for Storm Water Discharges Associated with Construction I Activity".The Waste Discharge Identification Number(WDID), issued by SWRCB,shall be.submitted to Public Works. Applicant shall submit a"Stornn Water Pollution Prevention Plan"(SWPPP)to the Department of Public Works for review.A SWPPP preparation guide is available at the Department of Public Works.A copy of the SWPPP shall be maintained on the project site and be presented to any County,State or Federal employee upon request. 12. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable prior to any work being performed onsite under this permit. The fee shall be autonnatically adjusted July I of each year by tine Engineering Construction Cost index as published by the Engineering News Record. Tine fee will be based on the current schedule at the time of payment. (Resolution R-00-433) 13. The Regional Transportation Impact Fee shall be required for this development.The fee is due and payable prior to any work being performed onsite sunder this pernnit.
