TO: Richard Larrouy February 25, 1993 <br /> San Joaquin County Planning Division <br /> FROM: Peter Burnett <br /> San Joaquin County Sheriff's Department <br /> SUBJECT: UP--92-0031 <br /> This project is located in San Joaquin County Sheriff's <br /> patrol beat # 6 which is the large geographic area bounded on the <br /> north- by The City of Stockton, on the south by The City of <br /> Lathrop,on the east by State Highway 99 and on the west by Contra <br /> Costa County. <br /> This Patrol area is unique in that it encompasses much of the <br /> sparsely populated Delta farm land and the densely populated <br /> South Stockton- area that generates a great number of our calls <br /> for service. <br /> The Sheriff provides Law Enforcement services County wide,with <br /> three shifts a day, twentyfour hours" per day. A study of our <br /> patrol division revealed that we are able to field an average of <br /> 1 .1 deputies per shift in area 6. This ratio of deputy to <br /> poulation is small when you consider the size of the patrol <br /> area, population density and number and type of calls this area <br /> generates. <br /> Response time to calls, for police service is one means of <br /> gauging the quality of that service. Several factors influence . <br /> response time. one factor is the ratio of Deputies to service <br /> population; for the greater the number of people in a service ; <br /> area, the greater the the number of calls for service. If more <br /> calls for service are introduced into this equation without a <br /> corresponding increase in the number of deputies, response time <br /> will increase and the quality of service will decrease. it <br /> Some developments do not in themselves create a significant <br /> impact upon the Sheriff's Department. However,all development <br /> does have a cumulative impact which should be considered during <br /> the planning stages. Continued growth of this nature will <br /> necessitate additional resources to maintain the current level ' <br /> of Sheriff's services. <br /> N1 AR 21993 <br /> PLANNING DIVISION <br />
