r7INTRODUCTION <br /> Mr. Tony Noceti is proposing to create an Agricultural Homesite Parcel and construct a single <br /> family residence, on a parcel denoted as Parcel 1 on the attached Tentative Parcel Map. This <br /> f Agricultural Homesite Parcel is proposed to be 2.5 acres out of the entire property, which consists <br /> of 41.863 acres. The Tentative Parcel Map for this project has been produced by the engineering <br /> firm of Wong Engineers, Inc. <br /> According to the San Joaquin County Development Title, a Surface and Subsurface Contamination <br /> Report (SSCR)must'be conducted prior to the time of Tentative Map submittal. The purpose of <br /> this report was to first, complete this report so that the Tentative Map process may be initiated. <br /> Secondly, the property was investigated for real or potential environmental contamination. This <br /> report issues the findings to the Client and the San Joaquin County Environmental Health <br /> Department and complies with the San Joaquin County Ordinance, specifically 9-905.12(a) for a <br /> Surface and Subsurface Contamination Report(Not a Phase I Environmental Site Assessment). <br /> Our report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials on the subject property include <br /> agricultural chemical residues from on-site applications, which pose an insignificant threat to <br /> human health and the environment. Point sources of hazardous materials investigated such as ' <br /> leakage from above ground storage tanks and agrichemical storage/mixing areas are nonexistent. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of the on- <br /> site residential structure for asbestos containing materials (ACMs). There are no municipal water <br /> and sewer utility hookups available. Therefore, future development of Parcel 1 as Mr. Noceti's <br /> residence will have a domestic well and an on-site septic system. <br /> SUBJECT SITE AND SURROUNDING PROPERTY DESCRIPTION <br /> The site is bordered to the north, south, east and west by agricultural production land, single family <br /> residences and ranchettes. Ag production land consists mostly of forage crops such as alfalfa and <br /> grain, and row crops including onions and watermelon. The closest commercial facilities to the <br /> subject property (which include trucking companies,truck sales/repair and the Granite Company) <br /> are on the east side of Interstate 5, one-half mile to the east. Tony Noceti has a shop one-half mile <br /> to the west on Bowman Road. <br /> The entire area west of Interstate 5 is a vast expanse of agricultural production land occurring on what <br /> is referred to as the San Joaquin Delta. Irrigation on most properties near the Interstate is by irrigation <br /> wells. Agricultural production in this region has existed for at least eight decades. <br /> The subject property has been owned by the Noceti Family for 60 years and is currently owned by Mr. <br /> Noceti's Aunt, Consuelo Noceti,her two daughters and Mr. Noccti himself. The property contains one <br /> residential structure owned by Consuelo Noceti. Appurtenances associated with Ms. Noceti's <br /> residence include a propane tank, a domestic well, a septic syste_rn,three sheds, and an exterior laundry <br /> room. The east half of the property is currently in wheat;the southwest one-quarter of the property is <br /> in alfalfa and the northwest one-quarter is in walnut trees.
