The Application Number
is QX-01-1. The document briefly describes plans to excavate 61.62 acre site. The Application Referral
doesn't indicate where the excavated material will be processed.
If wastewater is generated (including wash water used to separate fines from sand or gravel) then Waste
Discharge Requirements (WDRs) will be required for the discharge of the process water into settling
basins at the site. The property owner and the aggregate processing company shall submit a Report of
Waste Discharge(RWD) at least 120 days prior to discharging wastewater at the site. Submittal of the
RWD is required by California Water Code Section 13260. If groundwater dewatering is required, the
owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System
(NPDES) permit at least 120 days prior to initiating dewatering activities.
Depending on the Standard Industrial Classification(SIC)code of the final project, compliance with the
National Pollutant Discharge Elimination System (NPDES)General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of
activities requiring coverage are listed in the General Permit.-In order to obtain coverage by the General
Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI)to the State Water
Resources Coritrol Board and a Storm Water Pollution Prevention PIan(SWPPP) must be prepared.
Because construction associated with the project will disturb more than five acres, the property owner
needs to obtain permit coverage under the National Pollutant Discharge Elimination System(NPDES)
General Permit No. CAS000002 for Discharges of Storm Water Associated With Construction Activity.
Before construction begins, the proponent must submit an NOI to comply with the permit to the State
Water Resources Control Board and a SWPPP must be prepared. If there are any questions about this
process or the storm water program, you may call Dani Berchtold at (916) 255-3383 or Phil Isorena at
California Environmental Protection Agency
(5 Recycled Paper
The energy challenge facing California is real.
