Hazelton Ave.
Stockton, CA 95205
Dear Ms. Hatef,
The California Department of Transportation(Department)appreciates the opportunity to
comment on the Use Permit application and Negative Declaration for Agro Liquid Facility.
The project, located at 2908 N. Bozzano Rd in Stockton, proposes to convert an existing
wholesale lumberyard to an agricultural fertilizer manufacturer and distribution facility in two
phases, which include construction of a 14,400 sq. ft. storage building with truck docks, a storage
area for 18 30,000 gallon tanks, three 500,000 gallon storage tanks, extension of existing rail
spur and new rail spur, and other additions to various buildings.
Upon review of the project, the Department has the following comments:
The cumulative impacts of the proposed land use development will contribute to the degradation
of the level of service on the State Highway System, which will eventually require improvements
to accommodate the increase in traffic volumes along mainline and intersection portions.
Therefore, the Department recommends that the Lead Agency collect a transportation impact
mitigation fee on a"proportional share" basis from the developer to hold until the fee can be
contributed towards the local portion of funding for future improvements to the SR-88/Fairchild
Ln intersection and local roadways.
If you have any questions, please contact Sinarath Pheng at(209) 942-6092 (e-mail:
Sinarath Pheng@dot.ca.¢ov)or myself at(209)941-1921.
Sincerely,
TOM DUMAS, CHIEF
OFFICE OF METROPOLITAN PLANNING
e Scott Morgan, State Clearinghouse
"Callranx imprmea mobiUly acrom CalUornia"
