I.
San Joaquin Valley
Air Pollution Control District Qm JUL p '
';Jennifer Jolley July 8, 2002 E10
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
F SUBJECT: PA-02-237 LUMBER WHOLESALE AND STORAGE FACILITY
Dear Ms Jolley:
'j The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed
I project. Based on the information provided, it appears that this project will have a less-than-
significant impact on the ambient air quality. Therefore, a negative declaration is appropriate
from an air quality perspective.
Certain equipment may be subject to the permitting requirements of the District. Any
equipment subject to the District's Permit to Operate (PTO) requirements must obtain an
Authority to Construct (ATC)from the District. Construction of equipment that requires an ATC,
11 such as foundations and utility hookups for the equipment, cannot begin until an ATC is
obtained. This process can take up to 180 days. Construction of equipment not requiring a
District permit is not subject to this ATC requirement.
h' To determine specific permit requirements, the applicant should contact the District's Small
Business Assistance Office at (209) 557-6464, or our Permit Services Section at (209) 557-
6400. To avoid unnecessary delays in the project, this should be done as soon as the applicant
has determined the scope of the project.
Additionally, the construction phase of this project can generate emissions from the movement
of soil, use of heavy equipment, bulk materials handling, asphalt paving and other related
activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust
i' Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate matter
(PM-10) entrained into the ambient air from man-made sources. Regulation VIII has recently
s been revised, with the revisions becoming effective May 15, 2002. The applicant may review
these changes on the District web site at www.valteyair.org.
Thank you for the opportunity to comment. If you have any questions, please feel free to
contact me at (209) 557-6400.
Sincerely,
I
John Cadrett
Environmental Planner David L.
