I <br /> J <br /> via <br /> San .Joaquin Valley <br /> Air Pollution Control District <br /> NOvl <br /> 2403 <br /> November 7, 2003 <br /> Jose Rubianes <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> r SUBJECT: PA-0300507 (SA) SITE APPROVAL APPLICATION TO CONSTRUCT A <br /> WAREHOUSE FOR THE MANUFACTURING OF CONCRETE <br /> MANHOLES AND CATCH BASINS. <br /> Dear Ms Mueller'. <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources'Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> The construction phase of this project can generate emissions from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Compliance Assisiance Builetin highlights many of the requirements contained within <br /> Regulation VIII. The Compliance Assistance Bulletin is not meant to be all-inclusive, but <br /> it can be a useful compliance aid in the field.and office alike. <br /> One of the issues that will arise in conjunction with any proposed renovation/demolition <br /> of the existing building in the project area is compliance with the National Emission <br /> Standards for Hazardous Air Pollutants (NESHAPS). Specifically, the primary air <br /> pollutant of concern is asbestos. To ascertain whether this project is subject to <br /> 3 NESHAPS, the project applicant is advised to review the enclosed Asbestos - <br /> Compliance Assistance Bulletin, dated December 1994.
