San .Joaquin Valley
Air Pollution-.Control District
zoae
Jennifer Jolley January 15, 2002 /rEnCUpe.
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SU-00-1 306 RESIDENTIAL LOT SUBDIVISION. REVISIONS
Dear Ms Jolley:
The San Joaquin Valley Air Pollution Control District (District) has reviewed the
proposed project and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA
and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate
matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require
areas that are designated nonattainment to reduce emissions until standards are met.
Based on the information provided, it appears that the air quality impacts form this
project have been identified in previous documents. However, the construction phase
of this project can generate emissions from the movement of soil, use of heavy
equipment, bulk materials handling, asphalt paving and other related activities. As a
result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The
purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10)
entrained into the ambient air from man-made sources. The attached Synopsis
highlights many of the requirements contained within Regulation VIII. The Synopsis is
not meant to be all- inclusive, but it can be a useful compliance aid in the field and office
alike.
Additionally, if the project site contains any buildings needing demolition the applicant
will need to be in compliance with the National Emission Standards for Hazardous Air
pollutants (NESHAPS). Specifically, the primary air pollutant of concern is asbestos.
To ascertain whether this project is subject to NESHAPS, the project applicant is
advised to review the enclosed Asbestos— Compliance Assistance Bulletin, dated
December 1994. Leaf Sexton is the Northern Region's District contact for the program
and is available should you need further assistance.
As a result of the Valley's nonattainment status, the District strongly recommends that
San Joaquin County and the project applicant implement all feasible mitigation
measures to reduce the amount of ozone precursors that will result from the buildout of
David L.
