Certify as adequate Final Environmental Impact Report No. BR-90-3 under the provisions of <br /> Section 15090 of the California Environmental Quality Act (CEQA); <br /> 2. Forward Zone Reclassification Application No. ZR-92-13 to the Board of Supervisors with a <br /> recommendation for approval based on the•Bases for Zone Reclassification"contained In the <br /> staff report; and <br /> d <br /> 3. Adopt •Findings of Significant Environmental Impact• (Attachment A) and a •Statement of <br /> Overriding Considerations" (Attachment B). <br /> BASES FOR ZONE RECLASSIFICATION <br /> 1. The proposed zone district is consistent with the General Plan and any specific pian. <br /> • This determination can be made for the proposed Zone Reclassification because the <br /> R-L (Low Density Residential) zone Is Identified In the 2010 General Plan's <br /> x Implementing Zones for General Plan Land Use Designations matrix as one of the <br /> appropriate and consistent Implementing zones for the General Plan designation of <br /> R/L (Low Density Residential). <br /> 2. The proposed zone district is reasonable and beneficial at this time. <br /> • This determination can be made because the proposed Zone Reclassification Is <br /> consistent with the site's existing General Plan designation of R/L and because It Is <br /> consistent with the Board of Supervisors' amendment of the 1995 Community Plan <br /> for Lockeford of the site from AG-40 to R1-8. <br /> p <br />
