However, in the event that such resources or human <br /> remains are discovered on the site, specific actions are <br /> required to protect them. <br /> 13 . a. The project was not found by the ETR to be a growth- <br /> inducing action. <br /> 14 . The loss of agricultural land and air quality impacts <br /> associated with the project were the only cumulative impacts <br /> identified by the EIR. In approving the earlier General Plan <br /> Map Amendment and Zone Reclassification applictions, the Board <br /> of Supervisors adopted both "Findings of Significant <br /> Environmental Impact" and "Statements of Overriding <br /> Considerations. " Approval of this application would require <br /> that the same actions be taken by the Board of Supervisors. <br /> 16.a. The EIR indicated that the project would have an adverse <br /> impact upon the habitat ' of the Swainson's hawk and would <br /> result in adverse cumulative air quality impacts. The former <br /> .>. will be mitigated at the tentative map stage by either the <br /> acquisition and improvement of off-site foraging habitat or by <br /> entering into an agreement to join -the City of Stockton's <br /> Swainson's Hawk Habitat Conservation Program. The latter <br /> cannot be mitigated to a less than significant level and will <br /> require the adoption of appropriate Findings and Statements. <br /> 16.b. & c.
