QX-94-02 OF KRC AGGREGATES, INC. (APN: 023- <br /> 190-01 & 02, 023-160-02 & 03. AND 023-170-09) (24717 E BRANDT <br /> ROAD, CLEMENTS) <br /> r <br /> The applicants are proposing a Revision of Approved Actions to Quarry Excavation <br /> Application No. QX-94-02 which was originally approved on April 6, 1995. QX-94-02 <br /> was approved for an expansion of an existing quarry excavation (QX-86-1) The <br /> expansion added an additional 938 acres to the previously approved 110-acre , <br /> excavation site. Of the 1,048 acres, only 500 acres would be excavated (pursuant to the <br /> approved reclamation plan) and phased (a total of 5 phases) over a period of twenty-five <br /> (25) years. KRC Aggregates, Inc. is currently in the middle of Phase III of the <br /> reclamation plan. <br /> The Revision of Approved Action contains two requests. The first is to change the final <br /> slope from the originally approved three (3)feet horizontal to one (1)foot vertical, to two <br /> (2)feet horizontal to one (1)foot vertical. The second request proposes to extend they <br /> existing hours of excavation from 5:00 a.m. to 9:00 P.M. to a 24-hour basis. The <br /> processing plant operations may already operate on a 24-hour basis. <br /> The project site is located on north side of Brandt Road, at its eastern point of ` <br /> termination,-southeast of Clements. The General Plan designation for the site is a i <br /> combination of OSRC (Open Space Resource Conservation) and AIG (General <br /> Agriculture) and the zoning is AG-80 (General Agriculture-80 acre minimum). <br /> Traffic <br /> r <br /> The original Quarry Excavation application required an Environmental Impact Report <br /> (ER-94-1). The previous traffic study indicated that the proposed quarry expansion was <br /> not expected to generate increased traffic. Plant operations were to remain the same, <br /> and consequently, the numbers of vehicle trips, to and from the plant, were expected to <br /> remain status quo at approximately 56 trucks per day. The Department of Public Work's <br /> has since concluded that the number of trips to and from the plant has significantly <br /> increased and, as a result, is requiring the applicants to submit a new Traffic Study <br />
