i
i.
w
site for drying. This material is either sold or used in the reclamation process. Waste material remaining
in the ponds will eventually be dewatered in place and used as fill material to reclaim the recycling/settling
ponds.
The post-mining use of the site will be identical to the present use, cattle grazing. It is expected that the
acreage devoted to grazing after reclamation concludes will approximate pre-disturbance conditions. In
order to facilitate a post-mining vegetation stand that is enduring in its diversity and effective in controlling
erosion, and which provides a forage base suitable for grazing by cattle, topsoil will be redistributed on
all reclaimed areas. Topsoil amendments such as fertilizer will be applied where necessary to protect and
enhance vegetative growth.
The applicants are not proposing any changes in daily plant operations. The existing permit restricts daily
operations to the period from 5:00 a.m. to 9:00 p.m., except for operations of the rock processing plant,
which is currently permitted to operate on a 24-hour basis. The facility currently operates daily except
for Sunday. KRC intends to continue to operate within these requirements.
Recommendation
Certification of the Final Environmental Impact Report and approval of the project.
San Joaquin County OX-94-2/KRC Aggregate
Community Development.
