QX-94-2 <br /> Dear Mr. Silva: <br /> The purpose of this letter is to present the results of a stability analysis of the reclaimed slope at j <br /> the KRC Aggregate facility in Clements, California. We have reviewed the letter dated June 5, <br /> 1995, from the San Joaquin County Community Development Department summarizing the <br /> Conditions of Approval for the aggregate facility under Application No. QX-94-2. Item M of <br /> this document states that final slopes shall not exceed 3:1 (3 horizontal to 1 vertical). The <br /> purpose of our evaluation was to document that steeper slopes, similar to those used for all the <br /> other aggregate facilities in San Joaquin County could be used at the KRC plant. We understand <br /> that the typical excavations extend between 25 to 40 feet below the existing ground surface. It is <br /> proposed to buttress these excavation slopes with reclaimed material consisting of various <br /> combinations of sand, silt, clay and gravel. <br /> On November 13, 2001, a representative from our firm performed 6 field density tests:'din recent <br /> fill areas at the site which were compacted using scraper equipment. It is proposed to use similar <br /> equipment to construct the reclaimed slope. The in-place wet densities vary from approximately <br /> 116 to 139 pounds per cubic foot (pef) with dry densities varying from approximately 99 to 129 <br /> pef Moisture contents vary from approximately 6 to 20 percent, indicating the varying amounts <br /> of clay minerals at the test locations. The results of these tests are attached. Two bulk samples <br /> were obtained which appeared to represent the spectrum of reclaimed materials at the site. The <br /> maximum dry density and optimum moisture content for these two samples were 115.2 pef at <br /> 13.1 percent and 131.5 pcf at 7.1 percent. The results of these two tests are attached. Reference <br /> is also made to our attached letter dated October 5, 1992 summarizing 8 field density tests at the <br /> site using on site soils and two laboratory compaction curves on these materials. With <br /> compaction being achieved with loaded and unloaded scrapers only, we anticipated relative <br /> degree of compaction values in the range of 82 to the low 90 percent. In our opinion, the results <br /> of our in-place density tests confirm this range of compaction.
