r <br /> CONDITIONS OF APPROVAL <br /> QUARRY EXCAVATION APPLICATION NO. QX-86-1 <br /> DARWIN FARMS, INC. <br /> 1 . San Joaquin Local Health District : <br /> a. Excavation into the groundwater table is prohibited. <br /> b. O eratfons shall not allow the deposition of processed <br /> P ,M <br /> water, sediment , or oil-based product into any water <br /> course, nor in any other way contribute to the polllution <br /> thereof . <br /> I <br />' <br /> C. An approved potable water supply shall be provide& for <br /> employees'. <br /> d. Approved chemical toilets shall be provided for <br /> employees. Toilets shall be maintained in a sanitary <br /> condition. <br /> je . Handwashing facilities shall be provided on, or near, <br /> approved chemical toilets. <br /> 2 . Planning Division: <br /> a. Prior to the commencement of excavation, the applicant _ <br /> shall submit the financial guarantee of performanc"e to <br /> the Planning Division. The guarantee shall have b''een <br /> previously approved as to - the amount by the Public Works <br /> Department and as to form by County Counsel . <br /> b. Prior to the commencement of excavation adjacent t'o, or <br /> within, the twenty ( 20) foot easement of Pacific G`as and <br /> Electric Company (PG&E) , the applicant shall furnish to <br /> the Planning Division a copy of the written authoirization <br /> by PG&E for the applicant to excavate within the ease- <br /> ment and to relocate the ten ( 10) foot gas transmission <br /> line. <br /> C. Upon rehabilitation of each project phase, the applicant <br /> M shall report to the Planning Division whether or not the <br /> work in that phase has been carried out in compliance <br /> with the approved permit . The report shall be ini <br /> writing and shall be prepared, under seal, by a pr�o- <br /> i fessional civil engineer . <br /> d. Upon detection of a drainage or erosion problem, the <br /> applicant shall notify the Planning Division immediately <br /> thereafter. I <br /> 3 . Department of. Public Works : <br /> a. The plans for the quarry excavation shall be revised to <br /> show the following: <br /> s <br /> If CONDITIONS OF APPROVAL <br /> QX-86-1 ' <br /> Page 2 <br /> ( 1 ) A more detailed site plan shall identify the stockpile <br /> area, rock processing plant , processing water settling - <br /> pond, existing structures, etc. I <br /> (2) Details of the entrance road from Brandt . Road are to <br /> show existing and proposed improvements. The first <br /> 100 feet of the entrance road shall be paved toi�a <br /> 24-foot width. <br /> (3 ) Interim drainage provision shall be made for each <br /> phase of the excavation, particularly from Phase 4 to <br /> Phase 10, including erosion control details. <br /> . b. The surface runoff for the area west of the site isiFbeing <br /> diverted from the northwest corner water course to the <br /> northeast water course due to the final grading of this <br /> application. A permit from the County Flood Control <br /> District is required. <br /> C. A video tape of road conditions -on Brandt Road, from the <br /> entrance road to Clements Road, is required prior to the <br /> start of excavation. The condition of Brandt Road,- ;Ifrom <br /> the site to Clements. Road, shall be reviewed with the <br /> Department of Public Works prior to the start of excava <br /> tion and prior to the beginning of each phase. <br /> E <br /> d. A bond or cash deposit in the sum of $10,000 . 00 shall be t <br /> filed with the Department of Public Works guaranteeing <br /> that, if the Permittee fails, refuses, or neglets to <br /> repair , under permit, any damages to Brandt Road, which <br /> may result from Permittee 's operations, the Department of <br /> Public Works may do the work necessary to restore Brandt <br /> Road equal to, or better than, its original condition, <br /> using the funds from said bond or cash deposit . f <br /> NOTE: On January 16, 1986, the San Joaquin County Planning <br /> Commission approved QX-86-1 subject to the Conditions <br /> of Approval listed above. <br /> k� <br /> k <br /> r <br /> I6 <br />
