r CONDITIONS OF APPROVAL QUARRY EXCAVATION APPLICATION NO. QX-86-1 DARWIN FARMS, INC. 1 . San Joaquin Local Health District : a. Excavation into the groundwater table is prohibited. b. O eratfons shall not allow the deposition of processed P ,M water, sediment , or oil-based product into any water course, nor in any other way contribute to the polllution thereof . I ' C. An approved potable water supply shall be provide& for employees'. d. Approved chemical toilets shall be provided for employees. Toilets shall be maintained in a sanitary condition. je . Handwashing facilities shall be provided on, or near, approved chemical toilets. 2 . Planning Division: a. Prior to the commencement of excavation, the applicant _ shall submit the financial guarantee of performanc"e to the Planning Division. The guarantee shall have b''een previously approved as to - the amount by the Public Works Department and as to form by County Counsel . b. Prior to the commencement of excavation adjacent t'o, or within, the twenty ( 20) foot easement of Pacific G`as and Electric Company (PG&E) , the applicant shall furnish to the Planning Division a copy of the written authoirization by PG&E for the applicant to excavate within the ease- ment and to relocate the ten ( 10) foot gas transmission line. C. Upon rehabilitation of each project phase, the applicant M shall report to the Planning Division whether or not the work in that phase has been carried out in compliance with the approved permit . The report shall be ini writing and shall be prepared, under seal, by a pr�o- i fessional civil engineer . d. Upon detection of a drainage or erosion problem, the applicant shall notify the Planning Division immediately thereafter. I 3 . Department of. Public Works : a. The plans for the quarry excavation shall be revised to show the following: s If CONDITIONS OF APPROVAL QX-86-1 ' Page 2 ( 1 ) A more detailed site plan shall identify the stockpile area, rock processing plant , processing water settling - pond, existing structures, etc. I (2) Details of the entrance road from Brandt . Road are to show existing and proposed improvements. The first 100 feet of the entrance road shall be paved toi�a 24-foot width. (3 ) Interim drainage provision shall be made for each phase of the excavation, particularly from Phase 4 to Phase 10, including erosion control details. . b. The surface runoff for the area west of the site isiFbeing diverted from the northwest corner water course to the northeast water course due to the final grading of this application. A permit from the County Flood Control District is required. C. A video tape of road conditions -on Brandt Road, from the entrance road to Clements Road, is required prior to the start of excavation. The condition of Brandt Road,- ;Ifrom the site to Clements. Road, shall be reviewed with the Department of Public Works prior to the start of excava tion and prior to the beginning of each phase. E d. A bond or cash deposit in the sum of $10,000 . 00 shall be t filed with the Department of Public Works guaranteeing that, if the Permittee fails, refuses, or neglets to repair , under permit, any damages to Brandt Road, which may result from Permittee 's operations, the Department of Public Works may do the work necessary to restore Brandt Road equal to, or better than, its original condition, using the funds from said bond or cash deposit . f NOTE: On January 16, 1986, the San Joaquin County Planning Commission approved QX-86-1 subject to the Conditions of Approval listed above. k� k r I6
