Final slopes shall be no <br /> steeper than 5 : 1 (horizontal - to - vertical) . If , after one <br /> ( 1 ) year or more of excavation, the Public Works Department <br /> determines that the approved slopes are unstable, the :C <br /> Planning Commission may adopt stricter slope requirements for <br /> future excavation and require the applicant to correctlIpast <br /> slope deterioration. <br /> 14. Fencing: The existing barbed-wire perimeter fence andlthe <br /> steel gate at Brandt Road shall be maintained by the appli- <br /> cant in order to restrict unauthorized access to the project <br /> site. <br /> 15 . Screening: Vegetative screening is not required unless; the <br /> surrounding land is redesignated from Agriculture to M <br /> Residential, as shown by the County General Plan. <br /> 16 . Ponding: All water utilized in processing operations,. ;and <br /> all surface runoff generated as a result of uncoveringi,the ' <br /> natural groundcover, -shall be directed to approved retention <br /> ponds. No processed water, sediment , or excavation-rebated <br /> surface .runoff shall be allowed . to. enter . any permanentlfor <br /> seasonal stream located within or adjacent to the project <br /> site. <br /> i <br /> 17. Rehabilitation Schedule : The project site shall be excavated <br /> and rehabilitated in compliance with the excavation and reha- <br /> bilitation schedule approved by the Planning Commission. <br /> 18 . Duration of Approval : This permit is approved for ten ( 10) <br /> years, until January 16 , 1996 . The permit shall become null <br /> and void except as to its rehabilitation requirements if <br /> operations are discontinued for a period of at least eighteen <br /> ( 18) months. <br /> 19 . InsRection of the _Operation: The applicant shall pay to San <br /> Joaquin County the adopted fee to cover periodic permit` <br /> compliance inspections by County staff . <br /> 20. Revocation: If it appears, on the basis of one ( 1 ) or ;,more <br /> permit compliance inspection., that operations are in viola- <br /> tion of the approved permit, the Planning Commission stall <br /> conduct a permit revocation hearing. <br /> 21 . Guarantee of Performance: Prior to the commencement of <br /> operations, the applicant shall provide to San Joaquin ., <br /> County a financial guarantee to ensure rehabilitation of the <br /> site and compliance with conditions of approval .
