Approve the Negative Declaration; and <br /> 2 . Revise Ordinance Development Requirement No. 6, "Hours of <br /> Operation, " to permit operation of the processing plant on a <br /> 24-hour basis extend the life of the permit by two years <br /> to be valid through May 1998 , and add Planning Division <br /> Condition No. 2 (e) to ensure ongoing noise compliance. <br /> BASIS FOR RECOMMENDATION <br /> i� <br /> Staff analysis indicates that a 24-hour plant operation will not <br /> have any adverse effects on the surrounding area. The main <br /> impact of operating the plant on a 24--hour basis will be noise. <br /> However, the closest off-site noise-sensitive receptor is <br /> approximately 7/10 of a mile away, and the closest on-site: resi- <br /> dente is 1/3 of a .mile away, and it is not anticipated thalt these <br /> _ residential uses will be disturbed by processing noise. <br /> II <br /> PROJECT DESCRIPTION i <br /> The applicant is seeking to amend Ordinance Development <br /> Requirement No. 6, <br /> which was attached as a Condition of Approval <br /> to Quarry Excavation Application No. QX-86--1 . This condition I <br /> currently reads : <br /> 6. Hours of Operation_: With the exception of periodslof <br /> declared National , State, or County emergency, dai.�ly <br /> operations shall_ be restricted to the period between 5 :00 <br /> a.m. and 9 :00 p.m. of the seasonal time standard then in <br /> effect . �S �' cr eec a or'S y)t H an $c;/v der l C, week O,/�C'" <br /> J I� (f <br /> The applicant would lake to amend this condition to permit, pro- <br /> cessing to occur on a 24-hour basis .
