Ih <br /> f.a <br /> Item No. Z <br /> PC : 5-5-88 <br /> *.r QX--86-1 <br /> Page 3 <br /> STAFF ANALYSIS <br /> 3 BACKGROUND: <br /> Property History <br /> On January 16, 1986, the Planning Commission approved Quarry <br /> Excavation Application No. QX-86-1 . This application was for a <br /> permit to excavate approximately 3 ,815 ,000 cubic yards of sand, <br /> gravel , and placer gold. Also included in the approval was a <br /> rock processing plant and a cement batching plant. <br /> The applicant has not yet begun to excavate but is in the pro- <br /> cess of completing work to satisfy the conditions that were <br /> attached to the application' s approval . The processing plant <br /> has also not yet been constructed on-site. <br /> i <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> I <br /> Land Use: <br /> i <br /> The site is located in a remote agricultural area approximately <br /> one mile north of the eastern terminous of Brandt Road. IlThere <br /> are a few scattered residences in the general vicinity of the <br /> excavation site, the nearest of which is approximately 1800 <br /> feet from the processing plant . This residence is on a <br /> separate parcel from the quarry excavation but is owned and <br /> occupied by the applicant . <br /> i <br /> Noise : <br /> A noise model of the processing plant was prepared by the <br /> applicant ' s consultant (see attached) . The model was developed <br /> t based upon two existing processing plants which are in opera- <br /> tion now and which are very similar to this plant with respect <br /> to size, type of equipment, and size and type of processing <br /> material . I� <br /> The noise model indicates that there will be a 65 decibel Lan <br /> approximately 1600 feet from the processing plant . Since there <br /> are no residences located within 1600 feet , this conforms with <br /> the Planning Title requirement that noise levels shall not <br /> exceed 65 decibel Ldn at the property line of properties' <br /> developed with residential uses (per Section 9-3800[b] ) .1The <br /> applicant ' s residence is just outside of this contour <br /> (approximately 1800 feet from the plant) . Based upon this, it <br /> appears that the proposed revision of the condition meets the <br /> intent of the noise regulations of the Planning Title. <br /> I <br /> I <br /> i <br /> i <br /> k <br />
