The project has been performed in phases,'currently, Phase III is being mined.. The facility ;6 <br /> is expected to produce approximately 0:9 million tons"of aggs.'egate per year. The facility is <br /> equipped with.a scalehouse, office, equipment shop,and an equipment wash area. <br /> 10. Topsoil is removed from areas to be excavated and stockpiled: The topsoil is spread on <br /> reclaimed areas. <br /> 11. All washwater and most stormwater generated on site is discharged to a series of settling <br /> a ponds. No flocculants are added to the wastewater. <br /> 12. The settling ponds are located within excavations. Wastewater pond locations have <br /> changed over the years of operation because the ponds fill with sand, silt, and clay <br /> particles. The current wastewater pond locations are presented on Attachment B,which is <br /> attached hereto and made part of the Order by reference. Ponds may be located within the <br /> indicated area shown.on Attachment B as long as the Discharger is in compliance with this <br /> Order and all other requirements imposed by other agencies. <br /> 13. Domestic wastewater is discharged to a septic system permitted by the San Joaquin County <br /> Department of Environmental Health, Approximately 25 employees are located on site. <br /> Chemical toilets are provided for site visitors and employees in remote areas of the facility. <br /> 14. In the past, a concrete plant was operated at the site by the previous operator. The <br /> Discharger has never operated a concrete plant at the site. Presently, the Discharger has no <br /> plans for a concrete batch plant at the site. However, this WDR contains provisions for <br /> operation of a concrete or asphalt plant at the site if the Discharger changes its plans. <br /> 15. Water is supplied by an onsite groundwater supply well equipped with a_1,400 gpm pump. <br /> Drinking water for the site is supplied by bottled water. No treatment of groundwater prior <br /> ' to.use is provided. <br /> 16_ First groundwater is reported to exist approximately 200 to 300 feet below ground surface. <br /> Based on the presence of groundwater springs shown on the United States Geological <br /> Survey's 7.5 minute topographic map titled, "Clements," groundwater likely exists in <br /> shallower zones than the estimate presented above. Groundwater is not encountered in the <br /> excavations which may extend to depths of approximately 40 feet. Based on interpretation <br /> of the surface topography, groundwater likely flows to the west. <br /> 17. The Discharger complies with the State Water Resources Control Board (SWRCB) Water <br /> Quality Order No. 97-03-DWQ National Pollutant Discharge EIimination System <br /> (NPDES), General Permit No. CAS 000001, Waste Discharge Requirements (WDRs) for <br />
