CONDITIONS OF APPROVAL <br /> PA-0600277 <br /> KRC Aggregate, Inc. <br /> Quarry Excavation Application No. PA-0600277 was approved by the San Joaquin County Planning <br /> Commission on December 19, 2013. The effective date of approval is December 29, 2013. This <br /> approval will expire on June 30, 2015, which is 18 months from the effective date of approval, unless <br /> (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. Those <br /> Conditions followed by a Section Number have been identified as Ordinance requirements <br /> pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance <br /> requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: John Funderburg, 468-3160) <br /> a. IMPROVEMENT PLAN: Submit an "APPLICATION-SITE IMPROVEMENT PLAN". A fee is <br /> required for the Site Plan review. <br /> b. APPROVAL: This approval is for the expansion of an existing permitted quarry operation from 1,048 <br /> acres to 2,107 acres, as shown on the site plan dated August 8, 2006. The approval includes: <br /> 1) The extraction of up to an additional 9.36 million tons of sand in gravel in eight phases over a 15- <br /> year period. <br /> 2) 2 years of pre-mining mitigation to reduce impacts to California tiger salamanders (CTS), 10 <br /> years of excavation and 3 years of reclamation and monitoring for a total of 15-years. <br /> 3) The Amended Reclamation Plan dated November 5, 2013. <br /> (This project approval supersedes the Conditions of Approval for QX-94-0002) <br /> c. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic-control and warning signs shall be installed, if required, at such intersection. The placement <br /> and size of these signs shall be approved by the Director of Public Works. (Development Title <br /> Section 9-1415.3[c]) <br /> e. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d]) <br /> f. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit.
