Timing Monitoring Party <br /> 2. In addition to the general conservation/minimization measures <br /> listed above,several measures will be implemented prior to <br /> initiation of mining activities to reduce the impact of the project <br /> on CTS and CTS habitat: <br /> • A 2-year trapping and relocation study will be conducted to <br /> remove and relocate as many CTS as possible from each <br /> RMA using a drift fence pitfall trap array. The fence will <br /> surround each RMA to block entry of CTS into the RMAs, <br /> and will remain in place throughout the 1-to 4-year mining <br /> period for each RMA. Fences will be removed following <br /> reclamation activities,including re-establishment of topsoil <br /> within the RMA. <br /> • A USFWS-approved biologist will prepare an educational <br /> pamphlet and conduct a training session for all KRC <br /> employees regarding the identification of special-status <br /> species,what to do if these species are encountered,habitat <br /> sensitivity,and other environmental resource information. <br /> 3. Mitigation for the temporary loss of CTS upland habitat shall be <br /> mitigated through the creation of a±299-acre CTS preserve. <br /> The preserve would mitigate the temporary direct loss of upland <br /> habitat for CTS at a 1:1 ratio(249.9 acres)and 3:1 for direct <br /> impacts associated with construction of temporary haul roads(5 <br /> x 3= 15 acres). In addition,indirect impacts to documented and <br /> potential breeding sites would be mitigated at a 3:1 ratio(1.28 x <br /> 3=3.84). Mitigation activities associated with indirect affects <br /> to CTS breeding habitats may also include creation of new <br /> aquatic habitats and/or enhancement of existing features. <br /> The proposed preserve is comprised primarily of annual <br /> I <br /> grassland and wetlands including several large vernal <br /> pool/seasonal wetland complexes. The preserve polygon was <br /> designed to include as many wetland features and documented <br /> CTS breeding sites as possible.
