3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Rodney Estrada, 468-0331) <br /> a. No excavations are permitted into the groundwater table without specific approval from the <br /> Regional Water Quality Control Board, Central Valley Region (California Water Code, Chapter 4, <br /> Article 3, Section 13240). <br /> b. The materials from an excavation shall not be deposited into any watercourse or in any way <br /> contribute to the pollution thereof (California Water Code, Section 13376). <br /> c. Approved sanitary facilities must be provided for all employees (Development Title Section <br /> 9-1100.1). <br /> d. An approved potable water supply must be provided for all employees (Development Title Section <br /> 9-1100.1). <br /> 4. COUNCIL OF GOVERNMENTS (Staff Contact: Laurel Boyd, 235-0600) <br /> a. The applicant shall participate in the San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan (SJMSCP) or provide alternative mitigation in an amount and kind equal to that <br /> provided in the SJMSCP for the duration of mining in the expansion area. If the applicant is not <br /> proposing to utilize the SJMSCP to obtain incidental take authority then alternative mitigation <br /> pending approval of a Biological Opinion issued by the United States Fish and Wildlife Service <br /> (USFWS) shall be required in accordance with the USFWS Biological Assessment for the KRC <br /> Mine Expansion Project, included in Appendix D.1. of the Final Environmental Impact Report <br /> (SCH#2008012057). <br /> 5. QX-94-0002 PACIFC GAS AND ELECTRIC (Staff Contact: Dennis Moresco, 942-1553) <br /> a. Tower Line Facilities. <br /> 1) Removal of any soil within 50 feet of any tower leg is prohibited. <br /> 2) A 3:1 slope cut must be maintained from the fringe point. <br /> 3) An access road 20 feet in width must be maintained within the center of the easement. <br /> b. Gas Main Facilities: <br /> 1) Access to all gas main facilities in the project area must be maintained. <br /> 2) A 25-foot setback from the easement boundary lines must be maintained from the excavation <br /> hinge point. <br /> 3) PG&E shall be notified at least 48 hours prior to any excavations in the vicinity of any gas <br /> mains through Underground Service Alert (USA) at 800-227-2600. <br /> 4) A 2:1 slope cit must be maintained from the fringe point. <br /> 5) The applicant's proposed use is subject to all the provisions of General Order No. 69-C, 95 <br /> (electric), 112-D (gas), and 128 (underground electric and communications), as applicable, of <br /> the Public Utilities Commission of the State of California and to all other applicable provisions <br /> of the laws and regulations of the State of California and all other governmental agencies. <br />
