MBA will <br /> k summarize the findings of the noise analysis i.n the EIR: <br /> Public Services/Utilities <br /> Several large utility easement traverse the project site, including the East Bay Municipal <br /> Utility District's.(EBMUD) Mokelumrie Aqueduct`and a ,Pacific Gas and Electric(PG&E) <br /> electrical transmission line. MBA staff will coordinate-with County staff and affected public <br /> service and utility purveyors to•assess potential impacts of the Project to these facilities. <br /> ' With the information and data gathered from the above tasks,-MBA will identify the public' <br /> ' service/utility setting of the project site, outline the significance criteria used in the impact <br /> analysis, and provide an analysis of any impacts or potential-impacts resulting from the <br /> project, The following services, facilities, and utility systems will be analyzed as part of the <br /> EIR: <br /> • Electricity Fire Protection <br /> Natural Gas Police Protection <br /> Water Supply Schools <br /> Sewer/Wastewater Parks/Recreation <br /> • Solid Waste Disposal Other Public Facilities <br /> • Communications <br /> Letters describing the Project will be sent to all service and utility agencies, where <br /> applicable. Answers will be requested, as appropriate, to document existing and planned <br /> facilities current and planned usages, and excess capacities: MBA understands that the <br /> existing onsite septic disposal-system will be sufficient to accommodate the Project and no <br /> expansion would be necessary. Anticipated impacts will be assessed, and appropriate <br /> 1 mitigation measures will be recommended, where appropriate.- <br /> Biological Resources <br /> The Project carries the potential to adversely affect biological resources. The EIR will <br /> incorporate the results from technical studies prepared by the applicant and a <br /> reconnaissance level biological survey conducted by MBA. The.biological survey will <br /> include a literature and mapping review to determine potential impacts regarding natural <br /> resources issues_ Existing documentation-pertinent to the biological resources in the vicinity <br /> of the project area will be compiled, reviewed, and analyzed prior to any field <br /> reconnaissance and will be summarized in the EIR. This will include a review of(1) general <br /> biological habitats in the area and their species compositions, (2)the presence of sensitive <br /> .habitats, (3) the presence or potential presence.of sensitive species, and (4) the potential for <br /> regulatory requirements. Strategies for acquiring new information in the project area will be <br /> determined. ,The reconnaissance level survey of the Project site will be systematically <br /> implemented to ensure the accurate characterization of onsite biological resources. A 200- <br /> scale (1 inch equals 200 feet) topographic map and aerial photograph, provided by the <br /> County, will be used to assist in this reconnaissance. <br /> The potential onsite presence of any plant or wildlife species or habitat considered rare, <br /> endangered, threatened,-:.sensitive, or otherwise unique by government agencies (e.g:, <br />
