I <br /> a <br /> SAN JOAQUIN COUNTY <br /> COMMUNITY DEVELOPMENT DEPARTMENT <br /> INITIAL STUDY <br /> PROJECT TITLE: STORMWATER.HIGH SCHOOL AND FIRE STATION FACILITY <br /> AMENDMENTS TO MOUNTAIN HOUSE GENERAL PLAN MASTER <br /> PLAN AND SPECIFIC_PLAN 1 <br /> FILE NO.: GP-00-10,MP-00-02,SP-00-02 <br /> APPLICANT: MOUNTAIN HOUSE COMMUNITY SERVICE DISTRICT AND <br /> TRIMARK COMMUT,UTIES <br /> 4 PROJECT DESCRIPTION: <br /> The new community of Mountain House includes 4,791 acres or about 7'/2 square miles of area and <br /> is located in southwestern San Joaquin County.The boundaries of the Mountairi House are <br /> Interstate 205 on the south,Old River on the north,the Alameda County line on the west and <br /> Mountain House Parkway and Wicklund Cut on the east. The city limits of Tracy are about 3'/2 <br /> miles to the east.The proposed map amendments are located north of Byron Road,adj acent to <br /> Mountain House Creek and Old River. <br /> The Mountain House Community Services District (CSD) and Trimark Communities are <br /> applying for land use, stormwater facility, fire station and school facility amendments to the <br /> Mountain House Master Plan and Specific Plan I in order to achieve internal consistency with <br /> the CSD Storm Water Master Plan and a new location for a permanent fire station. The storm <br /> water amendments specifically call for the addition of designated lands, in the form of site <br /> specific locations for permanent retention basins to serve as "Water Quality Basins", as called <br /> for in the CSD Storm Water Plan. These basins are proposed in accordance with policies <br /> contained in the Master Plan as well as State and Federal guidelines for treatment of urban storm <br />{ water run-off prior to discharge into receiving waters of the United States (Mountain House <br /> Creek and Old River). The General Plan is being amended to utilize the Master Plan map for the <br /> community plan of the General Plan. <br /> The accompanying land use amendments are proposed in order to acrfmmodate the retention <br /> basins. These land use amendments involve the deletion of an second high school site <br /> north of Byron Road and minor adjustments to residential areas aJacent to the proposed basins. <br /> The deletion of the second High School is consistent with the Mitigation Agreements between <br /> the Tracy Union School District and Trimark Communities, based on a lack of projected need for <br /> two high school sites, as was previously anticipated by the District and adopted in the Master <br /> Plan. The other residential land use amendments do not change the acreage or density of <br /> required residential development; rather they move the existing designation locations slightly to <br /> accommodate the basins. <br /> PAGE 1 <br />
