1 � w <br /> NOTICE OF PUBLIC HEARING <br /> Before the <br /> SAN JOAQUIN COUNTY PLANNING COMMISSION <br /> i <br /> On Thursday,August 3, 2000, at 6:30 p.m., or as soon as possible thereafter, in the Auditorium of the San <br /> Joaquin County Department of Public Health Services, 1601 East Hazelton Avenue, Stockton_, California, <br /> the Planning Commission will hold a public hearing to consider: <br /> PROJECT: <br /> GENERAL PLAN AMENDMENT NO. GP-00-10, MOUNTAIN HOUSE MASTER PLAN AMENDMENT <br /> NO. MP-00-2,AND SPECIFIC PLAN AMENDMENT NO.SP-00-2 OF TRIMA_RK COMMUNITIES AND <br /> THE MOUNTAIN HOUSE COMMUNITY SERVICE DISTRICT: GP-00-10 would provide for the Land <br /> Use Master Plan for Mountain House to be the General Plan Area Community Plan for the community. It <br /> would also revise the General Plan land use table for Mountain House to be consistent with previous <br /> adopted plan approvals and with amendments proposed by MP-00-2 concerning land use changes <br /> associated with locating permanent retention basins north of Byron Road. MP-00-2 would provide <br /> specific locations for permanent retention basins north of Byron Road, as called for in the CSD Storm <br /> Water Plan. In siting these retention basins, MP-00-2 proposes to eliminate the north high school site; <br /> reduce the acreage of the former high school site and redesignate it as R/MH; designate the retention <br /> basins along Old River as Regional Park; reduce the acreage of the existing R/MH site to allow the <br /> remainder of the site to be used as a retention basin, to be designated as Community Park; and make <br /> refinements to R/L and R/M acreages of affected neighborhoods. MP-00-2 would also make numerous <br /> related changes to map figures, tables, and text and revise the location of the southern fire station to a <br /> Neighborhood F location. SP-00-2 would revise the text and map figures of Specific Plan I by providing <br /> for the relocation of the southern permanent fire station to a Neighborhood F location, and by adding <br /> language to both the text and specified map figures to note that the actual design, location, and <br /> configuration of storm drainage facilities are to be determined prior to the first final map for each <br /> neighborhood. SP-00-2 would also adjust the R/H and CIO acreages of Neighborhood F to be consistent <br /> with the proposed tentative map for Neighborhood F. The project site is located in the new community of <br /> Mountain House, west of Tracy-(Supervisorial District 5). <br /> ENVIRONMENTAL REVIEW OF PROJECT: <br /> Based on the Initial Study, which indicates that this project will not have a significant effect on the <br /> environment,a Negative Declaration has been prepared. <br /> PUBLIC HEARING PROCEDURE: <br /> Following is a brief explanation of Planning Commission hearings. For meetings with large agendas,or if an <br /> item is particularly controversial,the time limits noted below may be applied by the Chairman: <br /> • Staff report and recommendation are presented. i <br /> • Primary project proponents give their testimony(limited to 20 minutes). Other project proponents give <br /> their testimony(limited to 5 minutes). <br /> • Primary project opponents give their testimony (limited to 20 minutes if there is an agreed upon <br /> spokesperson). Other project opponents give their testimony(limited to 5 minutes). <br /> • Applicant may rebut the opponents'testimony(limited to 10 minutes). <br /> • Time limits do not apply to responses to questions from Planning Commissioners or staff. i <br /> • Chairman will close the public hearing and bring the matter back to the Planning Commission for <br /> discussion and decision. <br /> All persons interested in this matter are invited to be present at this hearing and submit oral statements <br /> regarding either the project or the Environmental Determination. Any written materials or statements you <br /> want to be considered at the hearing must be submitted to the Community Development Department no ! <br />
