f.
PROJECT DESCRIPTION
The project is the expansion of an existing San Joaquin Mental Health Services facility
on an 8.19 acre site. Existing facilities include a 47,000 square foot, one-story, Mental
Health Center. This project includes the remodeling of the existing 47,000 square foot
facility, the construction of a 42,000 square foot adult out patient mental health building,
and construction of a 29,000 square foot Family Health Center. The two new buildings
will be two stories. The facility will operate from 8:00 a.m. to 5:00 p.m. Monday through
Friday, with occasional meetings and activities in the evenings and on weekends. The
project will be phased over five years.
The Joaquin Mental Health Facility is located at 1212 North California Street in central
Stockton. It includes programs housed in leased space in the adjacent Professional
Building located at 501 East Magnolia Street and 2420 North California Street. The
project will provide for outpatient services to meet both mental and physical health needs
of the client groups presently being served. The new project is planned to provide five
years growth for the department. The project is for outpatient services only with no
facilities for inpatient or residential treatment.
The existing San Joaquin Mental Health Facility was specifically constructed to function
as a community based mental health facility with future expansion in mind. The facility is
designed utilizing non-institutional features and materials. It is single story with an
internal courtyard to promote the informal gathering of clients in impromptu social groups
and to encourage client activities internal to the site. Mental health services have been
offered on this site for 140 years.
The proposed expansion project comprises the addition of approximately 72,000 square
feet of clinic and office space and remodeling of the existing 47,000 square foot facility.
The space will be of a "B" occupancy type as defined in the 1998 California Building
Code. The project is composed of three components, a 42,000 square foot expansion to
the adult outpatient mental health program, a 29,000 square foot Family Health Center
and remodeling and reallocation of major portions of the existing 47,000 square foot
facility. All expansion spaces are for outpatient treatment services and no inpatient or
residential treatment facilities are a part of the project.
The outpatient expansion will be contiguous and operationally integrated with the
existing facility. The linkage will be supported by the pedestrian circulation and facility
design. The expansion is composed of a 42,000 square foot, two story building with a
footprint of approximately 25,000 square feet. The first floor of each building will house
patient service areas. The second floor will initially house administrative and support
activities and will provide future expansion space as the need for patient services space
grows.
The second new facility will be located at the northwest comer of the property on the
site of the former National Guard Armory. This facility will be two story totaling 29,000
square feet with a footprint of approximately 16,500 square feet. This facility will house
a family health center on the first floor and children's mental health services on the
second floor.
Remodeling of the existing facilities will be performed in a phased approach depending
on funding availability. Phase 1 will involve expansion of the Pharmacy and Crisis
