I apologize for an apparent miscommunication regarding the change to the groundwater- quality monitoring program that we first implemented in July 2006. During the meeting held in your offices on June 16, 2006, SJCEHD staff clearly stated and we fully understood that SJCEHD had directed that samples should be recovered from the monitoring wells within the main body of the plume on a semi-annual schedule and from the fringes of the plume on an annual schedule. However, at that time, I was concerned that the groundwater mound that had developed adjacent to the Capitol Furniture store at 7501 West Eleventh Street might be causing the fringes of the plum, to e:tend out%vards. During our conversation, I then suggested that we should, at least for the time being, sample groundwater in the peripheral monitoring wells at the same semi-annual frequency as you had directed for the core wells. We initiated that program in the July 2006 sampling round and documented that action in the subsequent report that we submitted to your office. However, after re-reading that report, I can see that it was insufficiently clear that we intended that the monitoring program established at that time was designed to address the need to better understand the potential effects of the groundwater mound. I again apologize if I did not make our intentions clear. In February 2007 we completed another sampling round on the current semi-annual schedule; samples were again recovered from both the core and peripheral wells.
