(DEC), is
in response to a letter dated April 19, 2012 from the San Joaquin County Environmental
Health Department (SJCEHD) to Mr_ Carl Navarra requesting documentation and
technical analyses to support regulatory closure of the site of a former fueling station at
7500 West Eleventh Street, Tracy, California(Navarra Site).
1.1 Site Location
The subject property is situated at 7500 West Eleventh Street, Tracy, California, at the
intersection of Chrisman Road and West Eleventh Street. That location is shown on
Figure 1. Over that period, the station was owned and
operated by a number of entities. The property is also the site of a restaurant and a
disused public truck scale. Mr. Carl B. Navarra and Mrs. Annamae F. Navarra, et ux (the
Navarras) purchased the property on October 31, 1979. The fueling station was operated
by entities who leased part of the property from the Navarras. All underground storage
tanks were removed from the site in December 1998.
At the time the tanks were removed some 2000 gallons of floating product that had been
released from piping at the former filling station pump island was extracted from the
groundwater. 521.25 tons of contaminated soil beneath the pump island was also
excavated and disposed off site.
An extensive program of site characterization and groundwater-quality monitoring was
initiated in December 1998 and was completed in July 2011. All engineering reports
generated from the tank removal, soil and groundwater remediation, site characterization
and groundwater-quality monitoring program have been submitted to the San Joaquin
DEC
