Provided here are my <br /> review cornznenEs and recommendations for follow-up work. <br /> BACKGROUND <br /> As a matter of background,I should clarify that I am.personally Familiar with the tilorada Meadows <br /> project from having served as a sub-consultant to Mills Associates for the EIR that was done for the <br /> original subdivision proposal in 1987-:988, My/Questa's role on the EIR inc?uded review of the <br /> proposed plan for septic systems, including the completion of a nitrate loading analysis which was <br /> judged to be a potentially significant impact. In responding to your current request, I have reviewed <br /> :he prevloEls worst of ours or: the EIR ' have also reviewed the March 25, 1992, report prepared <br /> by Kleinfelder entitled -Septic System Suitability and Nitrate Loading Study - Proposed Morada <br /> Meadows Subdivision". The original EIR (and Quesca's work) dealt with a 39-tat Subdivision on <br /> 69 titres; the Kleinfeider study evaluated a 37-loc subdivision on 40 acres, which is the final projecE <br /> approved by the County. <br /> COM`TENTS ONNKLEINFELDER STUDY <br /> The Kleinfeldcr study presents a nitrate loading analysis that follows the same approach used by <br /> Quosta ir, the EIR,it consists,of a cherzical-water mass balance. The Kleinfelder report presents their <br /> assumptions and results, but the calcuia6ons are not included in the report. I )lave serious <br /> disagreement with several of the assumptions used by Kleirfelder in their analvsis.
