This document <br /> includes comments made on the Draft Supplemental EIR, responses <br /> to comments, and text revisions to the Draft. <br /> The General Plan Amendment , Zone. Reclassification, and Major <br /> Subdivision associated with the project were denied by the <br /> Planning Commission on March 17, 1988 . The applicants appealed <br />( the Planning Commission' s denialto the Board of Supervisors. <br /> 1 Before the appeal could be heard, County Counsel determined that, <br /> in light of two recent California court decisions, the EIR needed <br /> to include an alternative site analysis. Based upon this deter- <br /> mination, the appeal was continued pending the preparation of <br /> this supplemental EIR, which includes the necessary alternative <br /> site analysis.
