An exception to <br /> this would be shopping trips to/from East Frontage Road. <br /> Existing intersection LOS at the following stud intersections <br /> was calculated: <br /> L. East Fronta e Ashle <br /> 2 . East Front--- Morada <br /> 3 , SR 99 NB ramps/West Frontage <br /> 4. SR 99 SB ram s West Fronta e <br /> 5. West Fronta a Morada <br /> i <br /> All five study intersections are Presently o eratin at LOS "All. <br /> PM peak hour cumulative project trips have been distributed onto <br /> the local street network and their resulting LOS for the five <br /> intersections calculated. The intersection of East <br /> Frontage/Morada would change from LOS "A" to "B" during the PM <br /> peak hour (short delays) . The remaining four intersections would <br /> continue to function at LOS "A" with additional cumulative <br /> traffic. <br /> Approval of the proposed project at the alternative site <br /> would not adversely affect traffic flows in or around the Morada <br /> area. Thus, no off-site mitigation measures are recommended at x <br /> this time. <br /> C. SERVICES AND FACILITIES <br /> sewage Disposal <br /> Sewage disposal for the Morada Rural Residential Are <br /> a <br /> provided entirely b �f <br /> y y private, on-site systems. The majority of <br /> these systems utilize septic tanks in conjunction with leachfields <br /> or seepage pits, depending on soil conditions. <br /> The soil type found on the alternative site is Clear Lake <br /> clay hardpan as identified by the USDA Soil Conservation Survey, <br /> This soil type is also found on the proposed project P P p ect site. The <br /> survey rates Clear Lake clay as having slow percolation rates <br /> which may limit the use of leachfield systems. The soil survey <br /> also indicates the presence of an underlying hardpan with stiffer <br /> clay which may contribute to a high water table in the winter <br /> months. <br /> The proposed project would utilize <br /> '- individual on-site sewage <br /> disposal systems. Due to the similarities in the soil conditions <br /> on the alternative site, the constraints associated with the use <br /> of these systems are expected to be the same. A discussion of <br /> these impacts is provided in the FEIR on pages 43 and 44. <br /> Development of the alternative site would not require any <br /> mitigations beyond those identified for the proposed project on , <br /> page 45 of the FEIR. <br /> 29 <br />
