The Draft EIR acknowledges that the application for the <br /> proposed project was submitted prior to adoption of the County ' s rw <br /> current development policies and thus is not subject to the <br /> current development requirements for Rural Residential Areas. <br /> (Please refer to pages 6 and 28 of the Final EIR . ) The point that <br /> this project is to be reviewed in the context of the County ' s <br /> previous development has been further clarified in the discussion t <br /> on Zoning in the Final ETR . <br /> The phrase "allowable option" as used in the Draft EIR is <br /> correct in that the County Board of Supervisors has the option to -+ <br /> require public systems as a condition of project approval based on <br /> information contained in the Final EIR . <br /> 12. The intent of this principle is to limit existing rural <br /> residential areas from encroaching into agricultural lands. The <br /> proposed project does not conform to this principle in that <br /> approval of the proposed General Plan Amendment and Zone 1 <br /> Reclassification would represent an extension of the Morada Rural <br /> Residential Area and would provide the impetus for future <br /> encroachment of residential uses into agricultural lands. <br /> 13. Please refer to textual changes in the discussion of this <br /> principle on page 23 of the Final EIR . <br /> 14 . With respect to the comm <br /> enter ' s statement that the General �f <br /> Plan Amendment is for the purpose of making the project consistent <br /> with this principle, it should be recognized that the proposed <br /> project is to amend the Land Use and Circulation Element Map of <br /> the County General Plan. Approval of the proposed GPA would <br /> facilitate the development of the underlying project. While the r <br /> ' purpose of the GPA is to bring the underlying project into <br /> conformance with the Land Use and Circulation Element Map, <br /> approval of the GPA would be inconsistent with this principle as <br /> it would directly result in the outward expansion of the Morada <br /> Rural Residential Area. <br /> 15 . While we concur that the purpose of the proposed GPA is to <br /> bring the underlying project into conformance with the County ,. <br /> General Plan, approval of the proposed GPA would be inconsistent <br /> with this principle for it would result in the expansion of rural <br /> residential uses into agricultural lands and would have growth- .. <br /> inducing effects which could lead to further fragmentation of <br /> agriculturally zoned lands. <br /> 16. Refer to response #14 and #15 . <br /> 17. The projected nitrate-nitrogen concentration of 4. 0 mg/l as <br /> stated in the Draft EIR was in error. The results of the analysis <br /> conducted for the Draft EIR indicated that projected long-term <br /> nitrate-nitrogen concentration would be 6.5 mg/1 . The text of the <br /> Final EIR has been revised to reflect the correct projected 4 <br /> nitrate-nitrogen concentration. <br /> 18 <br />
