a
Intensity of Development
d The 2.31-acre project site is of adequate size and shape to accommodate the proposed use and all
yards, building coverage, setbacks, parking areas and other requirements of the Development Title.
Traffic/Circulation/Safety
The Public Works Department required an operational analysis of traffic circulation at all entrances to the
facility to assess the proposed circulation and any necessary improvements that must be in place prior to
approval. The analysis was completed by Dowling Associates and approved by the Public Works
Department on July 28, 2005. Intersections and traffic volumes were studied. The purpose of the traffic
analysis was to determine if any traffic mitigation measures are necessary to Country Club Boulevard and
Carlton Avenue to accommodate the anticipated traffic from the proposed multi-purpose room site. The
analysis indicates the additional project traffic would have a less than significant impact on the levels of
service to surrounding roadways. In addition, using the existing restaurant driveway would not cause
significant effects on circulation and safety.
Parking for the County Club Drive-In Restaurant
Development Title Table 9-1015.3(b) states that the Eating Establishment-Convenience use type shall
provide a minimum of five (5) parking spaces per 1,000 feet of building space, and 0.67 parking spaces
per employee. As a result, a minimum of nine (9) parking spaces will need to be provided for the existing
restaurant. The applicant's proposal meets this requirement.
[
Multi-Purpose Building Definition
The multi-purpose building is intended to be an accessory structure/use to the church. Development Title
Section 9-110.3 states"Accessory" means a building or a use that is compatible with and incidental or
subordinate to the main structure or the main use of the land and is located on the same lot. As a proposed
Condition of Approval for the proposed project, parcels will be merged. The applicant is proposing to use
the multi-purpose facility for the following uses: administrative offices, storage, religious study classes,
sports, seminars, choir, meetings, and special events for church members. The building is proposed to be
used primarily on weekends.
Lack of Access for,Emergency Vehicles
The existing access driveways on Carton Avenue are twenty-five feet wide and meet the requirements for
emergency vehicles. The Eire Prevention Bureau reviewed this project and has no comment.
Sanitary Services—Sewer Line Connection
The Country Club Sewer District provided a"will-serve" letter for the project in 2004.
Lighting Requirements—Weight of Light Poles
[ The applicant is proposing parking lot lighting on poles. There is no height limit listed for the poles in the
Development Title. Lighting requirements for the project are as follows:
a. If the parking area is to be used at night, parking lot and security lighting shall be installed.
(Development Title Section 9-1015.5[g])
San Joaquin County .
