Recommendations Action It is recommended that the Planning Commission: 1. Approve the Negative Declaration; and 2. Approve Site Approval Application No. PA-0400396 with the Findings and Conditions of Approval contained in the staff report. Findings i 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. • This finding can be made because the establishment, maintenance and operation of the use does not conflict with the General Plan because the use(multi-purpose building, parking, and access) proposed in application PA- 0400396 is consistent with the RIL designation and CIN designation,which in turn is permitted in the R-L and C-N zones. There are no Master, Specific, or Special Purpose Plans applicable to the project site. 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary w facilities have been provided, and the proposed improvements are properly related to existing and proposed roadways. f • This funding can be made because all utilities, improvements, and other facilities are existing or will be provided as reflected in the approved site and/or improvement plan(s). California Water, Country Club Sewer District, and Reclamation District 1614(storm drainage) have provided "will-serve" letters for the proposed project. 3. The site is physically suitable for the type of development and for the intensity of development. This finding can be made because the 2.31-acre project site is of adequate size and shape to accommodate the proposed use and all yards, building coverage,setbacks, parking areas and other requirements of the Development. 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be injurious to the property or improvements of adjacent properties. • This finding can be made because an Initial Study prepared for this project found no potentially significant environmental impacts. In addition, a Traffic Study was conducted and indicated a less than significant impact on surrounding roadways and the effects of i using the existing restaurant driveway would cause a less than significant impact on circulation and safety.
