Frewert Road, Lathrop <br /> General Plan: AIG Community: None <br /> Zoning: AG-40 APN: 191-260-22 <br /> Project Size: 20 acres Parcel Size: 31.4 acres <br /> Water Supply: Well Sewage Disposal: Septic <br /> Storm Drainage: On-site 100-Year Flood: No <br /> Williamson Act: No Supervisorial District: 3 <br /> Staff: Rick Griffin CEQA Determination: Negative Declaration <br /> Project Description <br /> This project is a Site Approval application for the conversion of green waste that has been collected as <br /> part of a landscaping services business into compost and mulch that will be sold to local nurseries and <br /> landscape services businesses (Use Type: Agricultural Wastes). The project will encompass <br /> approximately twenty acres of the 31.4-acre site and will be built in three phases. Phase 1 will include six <br /> acres of composting area, an office, and parking. Phases 2 and 3 will each be a seven-acre expansion of <br /> the composting area. Phase 2 will be completed within two years, and Phase 3 will be completed within <br /> three years. The green waste will be ground on-site by a portable tub grinder. It will then be placed in <br /> long windrows approximately five feet high and ten feet wide. The ground material will be turned <br /> periodically as needed with a windrow turning machine to maintain the proper temperature and humidity <br /> for the rapid breakdown of the green waste into compost.
