Site Characterization Report: 7500 West Eleventh Street, Tracy, CA. Page 6 <br /> 3.0 SITE CHARACTERIZATION PROGRAM <br /> As requested by the SJCPHS, SJC prepared a Work Plan for site characterization and <br /> remediation of excavated soil at the 7500 West Eleventh Street property. The Work Plan <br /> was submitted to that agency on June 2, 1999. (The San Joaquin Company Inc. 1999.) As <br /> previously noted, it was anticipated at that time that the stockpiles of affected soil on the <br /> property would be remediated on-site. However, that part of the Work Plan was not <br /> implemented because the SJCPHS directed that the material be disposed off-site at a <br /> permitted facility. <br /> 1 The Work Plan provided for a flexible subsurface investigation based on the <br /> observational method developed by geotechnical engineers for similar investigations <br /> (Peck 1969), which has more recently been advocated by the U.S.EPA (U.S.EPA 1997). <br /> It anticipated the drilling of some 20 small-diameter borings by the push-probe technique <br /> to delineate the outer boundaries of any plumes of hydrocarbons emanating from the. <br /> former sites of the underground storage tanks and dispenser islands. The information <br /> obtained from those probes was then to be used to set the locations of approximately <br /> eight groundwater-quality monitoring wells. <br /> i 3.1 Search for Existing Drinking-water and Agricultural Wells <br /> Preparation of the site characterization work plan included a preliminary search for the <br /> presence of existing on- and off-site agricultural, industrial, domestic and other wells <br /> within a 2,000-ft. radius of 7500 West Eleventh Street. <br /> The preliminary well search was made using United States Geological Survey (USGS) <br /> topographical maps and the searchable electronic databases available from Vista <br /> Information Solutions, Inc. (Vista) of San Diego, California. <br /> } No wells within a radius of 2,000 ft. of the subject property are shown on the USGS 7.5' <br /> series maps of the Union Island and Tracy Quadrangles. The Vista searchable electronic <br /> j database contains information from 25 Federal and State regulatory agency databases, as <br /> well as the Federal Reporting Data System (FRDS). Of the two listed wells identified by <br /> the Vista search, one is a water-supply well at the property at 7933 West Eleventh Street <br /> that was formerly the location of Anna Maria's Italian Restaurant. That property, now <br /> known as Jack's Place, is located approximately 1,200 ft. west of the subject property, on <br /> the south side of West Eleventh Street. The second well found by the database search <br /> within a radius of 2,000 ft. of the subject property is on the property of the Brown House <br /> !. Trailertel mobile home park that is located approximately 1200 ft. south of the subject <br /> property, on the west side of Chrisman Road. (See Figure 2 for location.) <br /> As was expected based on SJC's experience working on projects in the Tracy area, the <br /> map and database searches for wells in the neighborhood of the subject property <br /> produced fewer citations to existing wells in the area than might be reasonably assumed <br /> to be present, based on the use of groundwater as a source of domestic and agricultural <br /> supply in the region. <br /> SJC <br />
